The Shizuoka Prefecture ( Jap. 静岡県 , Shizuoka-ken ) is a Japanese prefecture . It is located in the Chūbu region on the island of Honshū . Its administration is based in the city of Shizuoka of the same name .

history

A first prefecture (- ken ) Shizuoka emerged in 1871 from the principality (- han ) Shizuoka (before 1869 Sunpu or Suruga-Fuchū), which was ceded to the Tokugawa after their fall and extensive possessions in several provinces with a total nominal income ( Kokudaka ) of 700,000 koku. The prefecture of Shizuoka was made by the first wave of consolidation of the prefectures from 1871 essentially congruent with the ancient province of Suruga (Sunshū).

In April 1876, Shizuoka was expanded to include the western part of Ashigara Prefecture , located in the Izu Province , the main forerunners of which were the Nirayama Prefecture, which emerged from Shogunate land, and the Odawara Principality (including the Ogino-Yamanaka branch ). The eastern part of Ashigara ( Sagami Province ) went to Kanagawa .

Shizuoka almost reached its present-day borders on August 21, 1876 through the merger with Hamamatsu Prefecture , which in 1871 mainly arose from the prefecture or the Principality of Horie , which was also only set up during the Restoration and was now congruent with the Tōtōmi province . The prefecture administration has declared August 21st as the day of the foundation of today's Shizuoka to be the "day of the (prefecture) citizens" (kenmin no hi) . After the merger of the three direct predecessors, the prefecture completely comprised the ancient provinces of Suruga, Tōtōmi and Izu. A small part of the Izu province, the Izu Islands , was separated again in 1878 and transferred to the prefecture ( -fu , today -to ) Tokyo .

Governor of Shizuoka has been Heita Kawakatsu since 2009 , who was re-elected for a third term of office in the gubernatorial election in June 2017 with support from the Rengō Shizuoka and MPs from the Minshintō against the former Olympic medalist, university lecturer and chairman of the Prefectural Education Committee Noriko Mizoguchi .

In parliament, the Liberal Democratic Party (LDP) defended its absolute majority in the April 2019 elections .

In the House of Representatives of the national parliament , Shizuoka is represented by eight directly elected MPs; after the 2017 elections there are still six Liberal Democrats and two former Democrats for the “Party of Hope” - one of the latter is now part of the DVP , one is non-party, but joined a faction of the LDP and later also the LDP faction. The prefecture elects two MPs for each election to the council house ; after the 2016 and 2019 elections and party reshuffles since then, two Liberal Democrats, a member of the DVP and a non-party and non-attached MP (as of August 2019).

Administrative division

Of the original 337 parishes in Shizuoka after the introduction of today's parish forms in 1889, there are still 35: 23 - shi ([independent] cities) and twelve - machi / -chō ([district] cities). The last - mura / -son (villages) disappeared in the great Heisei territorial reform of the 2000s. Of the former - gun (counties), which are still used today as a geographical unit and updated in their composition , five still exist in Shizuoka.
When the counties were reactivated and reorganized nationwide in 1878 there were originally 23 guns - twelve from the ancient Tōtōmi province / Hamamatsu prefecture, seven from Shizuoka prefecture before 1876 / Suruga province and four from Izu province / Ashigara prefecture - and 0 - ku (city districts / "districts", forerunners of -shi from 1889)

Four of the 23 cities have special rights: Shizuoka , the seat of the prefectural administration and Hamamatsu , the largest city, are both "designated cities" ( 政令 指定 都市 , Seirei shitei toshi ). On the other hand, Numazu and Fuji are "exceptional cities " ( 特例 市 , Tokureishi )

April 1, 2004 - After the incorporation of another community, Omaezaki is raised to the status of an independent city.
April 1, 2004 - The city of Shimizu is incorporated into Shizuoka and in 2005 forms a separate city district therein.
April 1, 2004 - Four municipalities found the independent city of Izu .
January 17, 2005 - After the incorporation of another community, Kikugawa is raised to the status of an independent city.
April 1, 2005 - Three municipalities merge to form the independent city of Izunokuni .
July 1, 2005 - The cities of Tenryu and Hamakita are incorporated into the independent city of Hamamatsu and in 2007 form separate city districts therein.
September 20, 2005 - Two municipalities merge to form the independent city of Makinohara .

  • At the end of 2014 there were 71,301 foreigners registered in the municipalities of the prefecture, of which around 24,000 were Brazilians - between 2005 and 2008 there were over 50,000 - more than 10,000 each from China and the Philippines and more than 5,000 from Korea (both countries). The municipality with the highest proportion of foreigners was the city of Kikugawa with 5.2%.
