Uniform regional elections in Japan 2019
The 19th uniform regional elections ( Japanese 第 19 回 統一 地方 選 挙 , dai-jūkyu-kai tōitsu chihōhung ) in Japan for heads of administration and parliaments of the regional authorities for four-year terms took place on April 7 and 21, 2019. At the same time, by-elections to the national parliament were held.
Importance of elections
For the national LDP - Kōmeitō government of Prime Minister Shinzō Abe , the elections were a test of the mood before the regular election of councilors in July , the planned VAT increase in autumn 2019 and the concrete elaboration of a constitutional amendment proposal in the national parliament for submission to the people, which Abe wanted during his term of office even if many prefectural and municipal elections are determined by local subjects and people. The national opposition, split up into several parties, negotiated cooperation and joint nominations for candidates.
In Osaka, the governor and the mayor of the city of Osaka (both from the Ishin no Kai ) have resigned in order to win a new mandate for the to plan, the conversion of the city of Osaka into special districts of the Ishin no Kai, which is aimed at by the Ishin no Kai Prefecture (then -to instead of -fu ) Osaka. In a first referendum in the city of Osaka in May 2015, a first to-plan just failed.

- the 6 mayors of Sapporo (Hokkaidō), Sagamihara (Kanagawa), Shizuoka ( Shizuoka ), Hamamatsu (Shizuoka), Osaka (Osaka) and Hiroshima ( Hiroshima )
- the 17 parliaments of all major cities with the exception of Sendai (Miyagi), Shizuoka (Shizuoka) and Kitakyushu (Fukuoka),
- in other independent cities , special districts, cities and villages belonging to the district on April 21
- over 200 mayors, including over 80 from independent cities and eleven from special districts, and
- over 600 parliaments, including almost 300 from independent cities and 20 from special districts.

The share of unified elections in all prefectural and local elections fell only slightly compared to the last unified elections in 2015 to 27.27%. More than 80% of all prefecture, city and special district parliamentary elections take place in a uniform cycle, on the other hand less than 11% of the mayors of independent cities (excluding large cities) are elected in the uniform elections.
At the same time as the second phase of the unified elections on April 21, by-elections for the national parliament took place: for the House of Representatives in the constituencies Osaka 12 and Okinawa 3; A seat of Hyōgo is vacant in the council house , but it will be available for election in the regular election in July 2019 and will remain vacant until then.
Official notice
The official announcement (kokuji) [= start of the election campaign] took place for the gubernatorial elections on March 21, for the mayoral elections in large cities on March 24, for the parliamentary elections in prefectures and large cities on March 29, for elections in other independent cities and special districts on April 14th and for the elections in district communities on April 16th.
The official announcement for the House of Representatives by-elections took place on April 9th.
Candidates and Results
According to information from the public broadcaster NHK , the replacing incumbents of Ishin no Kai prevailed in the gubernatorial election in Osaka and the mayoral election in the city of Osaka . The gubernatorial election in Hokkaidō won government candidate Naomichi Suzuki, in Shimane Tatsuya Maruyama won. The incumbents were confirmed in the gubernatorial elections in Kanagawa, Mie, Nara, Tottori, Tokushima, Fukuoka and Ōita. In Fukui, Tatsuji Sugimoto, supported by the national LDP , was able to prevail against Governor Nishikawa, even though he had parts of the LDP Fukui behind him in addition to national opposition parties.
In the mayoral elections in Sapporo, Hamamatsu, Shizuoka and Hiroshima, the incumbents were confirmed, in Sagamihara the former national representative Motomura won.
Ishin no Kai again won an absolute majority in the Osaka prefectural parliament, and narrowly missed an absolute majority in the Osaka city parliament, but it is clearly the strongest party. In the 41 prefectural parliamentary elections in total, the LDP won more than half of the seats, as in 2015, an absolute majority in 25 parliaments, and is the strongest force in 37 (although only in Osaka is another party stronger, in Nagano, Ehime and Ōita it is Independent). The KDP recorded gains compared to before the election, the DVP lost , and together the two parties won fewer seats than the Democratic Party four years ago. The CPY also lost some seats and is no longer represented in Aichi. The Ishin no Kai not only won additional seats in Osaka, it was also able to gain additional seats in several other prefectures. The Kōmeitō narrowly missed their election goal to make all 339 nominees for prefecture and metropolitan parliaments to election winners, since in the city parliament elections in Osaka and Kyoto each lost a Kōmeitō candidate. The turnout reached a record low in 33 prefectural parliamentary elections.
According to the NHK, the LDP lost both lower house by-elections: Ishin candidate Fumitake Fujita prevailed in Osaka, and Tomohiro Yara, the left opposition's anti-US base united front candidate, prevailed in Okinawa.

Prefectural parliamentary elections
A total of 3062 candidates applied for the 2277 seats in the 41 elective prefectural parliaments, of which by party: LDP 1302, KDP 177, DVP 113, Kōmeitō 166, KPJ 246, Nippon & Ōsaka Ishin 83, LP 1, Kibō 4, SDP 25 , Other 46, Independents 902. There were 389 women in the Prefectural Parliament, more than ever. In the CPJ the proportion of female candidates was 46%, in the KDP 26%, in the DVP 12%, in the Kōmeitō 8%, in Nippon / Ōsaka Ishin 7%, in the LDP 4%; 127 women ran for independence, which corresponds to 14% of all independents. The low number of candidates, especially, but no longer only in rural areas, meant that the number of election winners (mutōhyō tōsen) who had not been voted on reached a record high: this is the case in 371 of the 945 constituencies (39%) nationwide, 612 MPs were already determined at the beginning of the election. In Gifu, 48% of the MPs were established without a vote, and in Kagawa, Hiroshima and Kumamoto it was over 40%.
Together, the parties won the following seats in the 41 prefectural parliamentary elections: LDP 1158, Kōmeitō 166, KDP 118, KPJ 99, DVP 83, Nippon (including Osaka), Ishin 67, SDP 22, other 28, independents 536.
Parliamentary elections in designated cities
The number of candidates also fell in the 17 elections in major cities: 1,396 candidates applied for 1012 seats in 2019.
In the aggregate overall result of the 17 major city elections, the parties won: LDP 327 seats, Kōmeitō 171, KPJ 115, KDP 99, DVP 33, Nippon (without Ōsaka) Ishin 16, SDP 4, other (including Ōsaka Ishin) 91, independents 156.
