The Gifu Prefecture ( Japanese 岐阜 県 Gifu-ken ) is one of the prefectures of Japan . It is located in the Chūbu region on the island of Honshū . The seat of the prefecture administration is the city of the same name Gifu . In the area of today's Gifu Prefecture, the two provinces of Hida (northern part, capital: Takayama) and Mino (southern part, capital: Kasamatsu) existed until the Meiji period .
geography
Gifu is one of the inland prefectures with no direct access to the sea. Natural boundaries include the Kiso Mountains (Central Alps), the Hida Mountains (Northern Alps) and the Hida Highlands / Plateau (Hida kōchi) on the border with Nagano and Toyama, and the Ryōhaku Mountains (divided into Kaetsu- and Etsumi Mountains) on the borders with Ishikawa and Fukui. In the southwest, the Ibuki and Yōrō mountains separate Gifu from Shiga and Mie. The tributaries of the Kisogawa (also known as the “Japanese Rhine” on the middle course), which partially marks the border with Aichi, gather in the Nōbi plain , which opens to the south . The highest point of Gifu is the Oku-Hotaka-dake on the prefecture border to Nagano with 3190 m. The city of Kaizu in the southwest, where the Kisogawa and its tributaries ( Nagaragawa and Ibigawa ), which are largely separated by flood protection measures over the centuries, leave the prefecture shortly before the confluence, already extends to sea level.
In regional subdivisions, Gifu is usually assigned to the Tōkai region (with Aichi and mostly Mie , often Shizuoka ), the south of Gifu with the capital Gifu is part of the Chūkyō metropolitan area around the central Japanese metropolis of Nagoya . Sometimes Tōkai is also combined with the rural prefectures in Hokuriku , some of which are more towards the western Japanese center Keihanshin (Kyōto-Ōsaka-Kobe), as the Tōkai-Hokuriku region. Unambiguously (but impractical in a number of contexts), the central Japanese heartland Tōkai, the more western Japanese Hokuriku and, depending on the context, the Kōshin'etsu , which faces the eastern Japanese center of Tokyo, together form the central part ( Chūbu ) of the Japanese main island Honshū.
Gifu itself is usually divided into five regions, which fall back on the ancient provincial division:
- the Seinō region ( 西 濃 , i.e. West Mino; purple in the picture) in the far west,
- the Gifu region (green) around the capital,
- the region of Chūnō ( 中 濃 , i.e. Central Mino; blue) east of it,
- the region Tōnō ( 東 濃 , i.e. East Mino; red) in the southeast and
- the region of Hida (brown) in the northeast in the area of the province of Hida.
The Chūbu-Sangaku and Hakusan National Parks and the quasi-national park Hida-Kisogawa extend over parts of Gifu ; The Ibi-Sekigahara-Yōrō-Quasi-National Park is located in the very prefecture. There are also 15 prefectural nature parks in Gifu . Together, the nature parks in Gifu cover an area of around 1,951 km².
politics
The former official Hajime Furuta has been governor of Gifu since 2005; he was last confirmed in office in the 2017 gubernatorial election against only one CPY-supported candidate. In parliament, the Liberal Democratic Party (LDP) was able to defend its absolute majority with 29 seats in the April 2019 elections.
In the national parliament , Gifu elects five members directly to the lower house and since 2013 only one instead of the previous two per partial election to the upper house. Since the introduction of the single-mandate constituencies for the lower house , the prefecture was initially a safe "conservative kingdom": all seats went to the LDP before three candidates from the Democratic Party were able to defeat LDP incumbents in 2009 . In 2012 , 2014 and 2017 all five constituencies again went to the LDP. For the proportional representation segment of the lower house, Gifu is part of the Tōkai block. In the House of Lords, too, after its conversion into a winner-take-all constituency, Gifu will be represented exclusively by Liberal Democrats.
In particular, the delegation to the national parliament ( Kokkai ) consists of (as of August 2019):
- in the lower house ( Shūgiin )
- for constituency 1, which consists of most of the city of Gifu: Seiko Noda (LDP, 9th term of office), granddaughter and adopted daughter of Minister of Construction Uichi Noda ,
- for constituency 2 in the west of Gifu: Yasufumi Tanahashi (LDP, 8th term of office), grandson of governor and state planning minister Yukiyasu Matsuno ,
- for constituency 3 in the center around the capital (including a small part of it): Yōji Mutō (LDP, 4th term of office), son of Foreign Minister Kabun Mutō ,
- for constituency 4 in the east and northeast: Shunpei Kaneko (LDP, 1st term), son and successor of Kazuyoshi Kaneko , grandson of Finance Minister Ippei Kaneko ,
- for constituency 5 in the southeast of Gifu: Keiji Furuya (LDP, 10th term), adopted son of Interior Minister Tōru Furuya ,
- in the upper house ( Sangiin )
- until 2022: Takeyuki Watanabe (LDP, 2nd term of office), who prevailed in the 2016 election with 55.8% of the votes against Yoshiharu Komiyama ( DP ), the previous second member of the Gifu House of Lords in this class,
- until 2025: Yasutada Ōno (LDP, 2nd term), before his election in 2013 , member of the prefectural parliament for ten years, son of transport and labor minister Akira Ōno (1995–1996 member of the upper house for Gifu, previously for decades for the old multi-mandate constituency of Gifu 1 in the lower house ) and State Secretary of Justice Tsuyako Ōno (1996–2007 Member of the House of Lords for Gifu), grandson of LDP co-founder Bamboku Ōno (1930–42 and 1946–64 for Gifu 1 in the lower house).

Administrative division
With the introduction of the modern parishes in 1889, the Gifu Prefecture consisted of an independent city, 25 small towns and 938 villages (in 25 counties). Through incorporations and mergers, the number of communities fell from 344 (1920) to 140 (1955) to 99 in 2000. Since 2006, the prefecture has consisted of 21 independent cities ( Shi ), 19 small towns ( Chō ) and 2 villages ( 村 , Mura ), summarized in nine counties. Four of these districts consist of only one municipality each.

A dependency between rural district and small town can also be seen in the first three digits of the code (1st column). At the beginning of the table are the independent cities ( 市 , Shi ).
