Central advice center Lower Saxony
The Central Lower Saxony Advisory Center , often abbreviated to ZBS Lower Saxony, is an establishment of the homeless assistance of the state of Lower Saxony at the locations ("regional representatives") Braunschweig, Hanover, Lüneburg, Oldenburg and Osnabrück.
Responsibilities and duties
The Lower Saxony Central Counseling Center with its regional representatives is responsible for the assistance area of the independent welfare organizations active in accordance with Section 67 SGB XII .
Within this support area, the ZBS Lower Saxony is responsible for social planning , coordination, success control and overarching tasks in the context of the implementation of "outpatient services" for the state of Lower Saxony within the framework of the statutory services.
Financing and sponsorship
The Lower Saxony State Office for Social Affairs, Youth and Family supports the Central Lower Saxony Advisory Center by assuming personnel and material costs according to specified assessment keys at the individual locations.
The Lower Saxony Central Counseling Center is run by the Diakonische Werk at the regional offices in Hanover, Braunschweig and Lüneburg, and the Caritas Association for the Diocese of Osnabrück at the regional offices in Oldenburg and Osnabrück .

With the transition from inpatient to predominantly outpatient and living situation-oriented concepts of homeless assistance, the demand for the establishment of municipal specialist offices for emergency housing assistance arose from the mid-1970s.
The Lower Saxony Central Counseling Center was founded in 1984. The ZBS Lower Saxony celebrated its 30th anniversary in November 2014 in the presence of Lower Saxony's Prime Minister Stephan Weil .
The current managing director is Ulrich Friedrichs, the headquarters of the Lower Saxony office is in Osnabrück.
