The central specialist unit is a name for an integrated organizational unit in the municipal administration for emergency housing assistance.

Designations

Regional and local authorities use different expanding terms:
Central Office (for) Housing, [...] for assistance to the homeless, [...] for housing emergencies, [...] for housing security [...], for housing assistance, [...] for assistance in housing emergencies, [ ...] housing emergency aid , [...] to prevent homelessness (FOL) and similar. In some cities, these institutions are also called the Agency for Preventing ( and overcoming / remedying ) homelessness .

Connection

Central specialist offices for emergency housing assistance are located in Germany inconsistently at different administrative levels, the districts, municipalities and districts, but also, as the example of the Lower Saxony Central Advisory Office shows, at the state level.

With the transition from inpatient to predominantly outpatient and living situation-oriented concepts of homeless assistance, the demand for the establishment of municipal specialist offices for emergency housing assistance arose from the mid-1970s.

Tasks and responsibilities

The tasks of the Central Office for Emergency Housing Assistance include all services and offers that are necessary to prevent the threat of homelessness or to reduce it. This includes specialist advice on arrears in rent payments, termination of the apartment, eviction action, eviction and supportive advice when looking for an apartment, support in dealing with offices and authorities, when applying for social housing and housing allowance up to the assumption of rent arrears or the assumption of procedural costs in an upcoming one Eviction action. The legal basis for granting emergency housing assistance is § 67 SGB ​​XII . The interfaces between the different (social, housing and regulatory) administrative areas and the necessary processes are concentrated at a central point in the administration, so that unclear competencies and duplication of work are avoided. In such a specialist unit, the relevant services and competencies are networked or bundled in order to be able to help the people concerned (so-called housing emergencies) quickly and comprehensively.

In the report ›Central Specialists for Assistance in Housing Emergencies‹ the concept of the Central Specialist is defined as follows:

"In the central specialist office, all products and services for preventing and combating homelessness are combined under one line of responsibility."
