The center for security and disaster control technology (ZSK for short) in Hemer , North Rhine-Westphalia , was an association of companies and institutions in the field of disaster control technology . Initially 20 institutions belonged to the ZSK. Site management is carried out by GSW-Consulting GmbH, the company for advice for the security and defense industry, which is burdened with bankruptcy proceedings in which security measures were decided on December 15, 2010 and a provisional insolvency administrator was appointed with a reservation of consent. The insolvency proceedings were opened on March 18, 2011 by the Hagen District Court. The Blücher barracks before their closure

On November 1, 2004, the then Federal Defense Minister Peter Struck announced the new deployment concept for the Bundeswehr . For the city of Hemer this meant that all units and departments were relocated or disbanded. While the city of Hemer then successfully endeavored to host the 2010 State Horticultural Show with the northern part of the barracks , the planning of a center for security and disaster control technology began at the same time. At first the plans were intended as an alternative to the state horticultural show, but in the end GSW-Consulting GmbH nevertheless founded the ZSK in the formerly technical, southern area of ​​the Blücher barracks .

The company AIRMATIC Gesellschaft für Umwelt und Technik GmbH settled in Hemer in the summer of 2007 and developed a fire fighting vehicle as the first project ; it was dissolved by opening insolvency proceedings on April 1, 2011.

By the end of 2008, a total of around 100 jobs had been created in the ZSK. The state of North Rhine-Westphalia supported the project with funds amounting to 10 million euros. At the end of January 2009 the German Red Cross - local association Hemer moved into rooms in the ZSK, before the center was officially opened in March of the same year.

In August 2012, the ZSK plans to open the world's first fully security hotel on the then former state horticultural show site.

Projects

Fire fighting tank developed at the ZSK

In order to fight forest fires more efficiently in the future, some companies of the ZSK Hemer are working on the “International Forest Fire Fighting” (iWBB) project. The project provides for a drone that determines the exact position of the source of the fire and reports it automatically. To extinguish the fire, an extinguishing tank was developed at the ZSK, which comes very close to the fires and therefore extinguishes more effectively. In addition, the ZSK is developing, for example, simulation techniques for training possible fire fighting tank pilots.

The second project initiated so far is called "International Mine Clearance - LASER". Research is being carried out into and testing of how landmines can be found and rendered harmless in the most harmless way possible. A laser should make this possible from a distance of up to 100 meters.

In addition, the ZSK is working on projects such as the “CRBNE Task Force” for the preventive use of NBC defense agents , the world's first fully security hotel in the world and a doctoral school for security research and security technology.

criticism

Die Linke from the Märkisches Kreis expressed criticism of the settlement of defense technology companies in the run-up to their political Ash Wednesday in Hemer 2009. However, GSW managing director Michael Zacher and the defense policy spokesman for the Left Group in the Bundestag, Paul Schäfer , rejected this criticism. Schäfer even considers the conversion of old military tanks into fire fighting tanks to be welcomed in order to avoid arms exports.
