Witness collection point
A witness collection point is a collection point set up on an ad hoc basis in a room or in the area near an incident site ( scene of the crime or incident). The facility is part of the police tactics and is part of the First Attack . Witnesses have to be present at the witness collection point when requested by the police , since witnesses have a fundamental (not general) duty to give evidence .
purpose
The witness collection point is set up to
- a large insert to bring in orderly ( "bustle"), among other things, to onlookers mop
- determine whether there are witnesses in the criminal proceedings or just victims who have not made any observations
- To look after witnesses medically and psychologically ( excitement , trauma , shock ), cf. Crisis intervention in the rescue service .
- Determine personal details and if necessary
- to question witnesses and hear , this is especially important for an investigation on persons and property.
Examples in Germany
After a shooting rampage at a school 100 witnesses are present. The gym is set up as a witness collection point, as it offers enough space for this, is nearby and is covered. The gym is then the place where the witnesses come. The witnesses come there by verbal instruction (e.g. megaphone or intercom) or are accompanied by the police. In this way, the police can conduct surveys in an orderly manner and, if necessary, supervise them.
