First attack

The first attack (also: first access ) includes police action in the event of a criminal offense (crime scene work) or a danger on site. This takes place as part of a police operation and is carried out by so-called first access officers, who are often part of the security police . "Attack" means that you have to grasp and analyze a situation (take it in hand). The term comes from the Weimar period and is borrowed from the military.

The first attack begins with the security attack and then moves on to the evaluation attack (crime scene findings).

Action maxim

For the German police , the police service regulation 100 as well as further guidelines, decrees and orders are relevant. PDV 100 no. 2.2.3 stipulates that the scene of the crime is to be secured and that essential findings are to be made about the course of events. This basic statement is central to the First Attack.

Prosecution

The first attack in criminal prosecution contains components from criminology and is a central part of the investigation of criminal offenses and is therefore crucial for the success of the investigation. Legally, § 163 Paragraph 1 StPO applies :

“The authorities and officers of the police force have to investigate crimes and issue all non-delaying orders to prevent the matter from being darkened. For this purpose, they are authorized to request information from all authorities, to request information in the event of imminent danger and to carry out investigations of all kinds [...] "

Security

In averting danger , for example in the event of a damaging event , the focus is on helping injured people, i.e. rescuing them from dangerous situations ( e.g. evacuation ) or preventing further events ( e.g. warnings ). The important thing here is that the rescue services and the fire brigade are informed quickly . Major incidents of damage also require the involvement of the technical relief organization .

From a legal point of view, the first attack is partly accompanied by double-functional measures . In the case of large-scale operations, coordination (for example via an operations management ) is necessary in order to be able to act in a targeted manner.
