Regional transport association Freiburg
The Zweckverband Regio-Nahverkehr Freiburg (ZRF) has its seat in Freiburg im Breisgau . It is made up of the three regional authorities of the Breisgau-Hochschwarzwald district , the Emmendingen district and the city of Freiburg im Breisgau. It was founded on August 31, 1994 with the aim of permanent promotion and constant expansion of local public transport in the association area.
tasks
The Zweckverband develops the relevant transport policy guidelines on the basis of the law on planning, organization and design of local public transport (ÖPNVG Baden-Württemberg) of June 8, 1995. It promotes, supports and coordinates regional public transport (ÖPNV) and its expansion. The ZRF creates the local transport and local transport development plan in accordance with Section 11 of the Public Transport Act for the association area and updates it. It provides for the gradual implementation of planning and financing in cooperation with the transport companies in the federation area and coordinating the services in regional public transport and regional rail transport . According to Sections 5 and 6 (1) of the Public Transport Act, the ZRF is responsible for balancing the interests of the association members and represents the interests of the ZRF and its association members vis-à-vis third parties. Last but not least, the ZRF grants subsidies for the association tariffs in the association area.
To fulfill its tasks, the ZRF founded the Regio-Verbund GmbH (RVG) on January 1, 2000, which performs the contractual functions for the Regio-Verkehrsverbund Freiburg (RVF) , which is structured as a corporate group .
structure
The ZRF is a corporation under public law . The association members have due to § 6 of the law on communal cooperation (GKZ) in the version of September 16, 1974 in the association statutes u. a. the tasks and the financing are determined by the association members. The chairmanship of the association is held alternately by the mayor of the city of Freiburg, the district administrator of the Breisgau-Hochschwarzwald district and the district administrator of the Emmendingen district. The organs of the ZRF are the association assembly and the association chairman.
