Second railway package

The second railway package is a package of measures of European railway law proposed by the European Commission on January 23, 2002 in order to revive rail traffic . The measures contained therein are based on the guidelines of the transport white paper and are intended to improve safety, interoperability in rail transport and market access in the field of rail freight transport. The Commission also proposes the creation of a European Railway Agency to lead technical work in the areas of safety and interoperability.
