Incident N317

The incident N317 (AOR-NR) took place on 18 May 2011 before the camp of the Provincial Advisory Team Taloqan in Afghanistan.

A demonstration in front of the Provincial Advisory Team (PAT) camp in Taloqan began at around 5:30 a.m. CET (8 a.m. local time) . The demonstration came because four Afghan civilians were allegedly killed in an ISAF operation the night before. According to ISAF reports, there were 4 insurgents. According to Bundeswehr reports, there should have been no German involvement in this operation. After forces of the Afghan National Police (ANP) fired warning shots around 7:20 a.m. CET (9:50 a.m. local time), the demonstrators moved towards downtown Taloqan. There were riots and property damage to shops and cars. At that time, Afghan security forces are said to have made use of firearms. 10 demonstrators are said to have been killed and around 40 injured.

At around 8:50 a.m. CET (11:20 a.m. local time), the demonstrators again managed to get in front of the PAT camp. The situation continued to escalate and hand grenades and Molotov cocktails were thrown over the walls of the camp. According to the Bundeswehr report, two German soldiers were slightly wounded and one moderately wounded. Five Afghan security guards were also wounded. The guards used to secure the camp are said to have used their firearms against the demonstrators. This is said to have resulted in four protesters killed and 10 injured. Afghan authorities said 12 protesters were killed and 80 injured in the course of the events in Taloqan and at the PAT camp.

There are reports that the Taliban were among the demonstrators who provoked the attack on the camp. The Afghan side stated that the ISAF operation only served as a pretext for unrest that had been planned for some time. Previous investigations by the Bundeswehr have shown that German soldiers fired warning shots and targeted leg shots, in individual cases (Molotov cocktails, hand grenades) on the torso, arms and hands. A hit in the neck and head area cannot be ruled out. The case of self-defense is undisputed.
