The COVID-19 pandemic in North Rhine-Westphalia has been part of the global COVID-19 pandemic since the end of February 2020 .

The first COVID-19 infected people were found in North Rhine-Westphalia on February 24 and 25, 2020. Since the beginning of the pandemic in Germany and North Rhine-Westphalia, the Heinsberg district has been particularly hard hit. In June 2020, the Gütersloh district saw the "largest infection incident" in Germany so far.

By April 11, 2020, 23,644 people living in North Rhine-Westphalia were infected with the novel corona virus. In mid-July there were nearly 45,000.

February 2020

After the first COVID-19 infections in Gangelt in the Heinsberg district at the end of February, the North Rhine-Westphalia Ministry of Health advised not to simply go to the doctor if you had symptoms. March 2020

Further measures to contain the coronavirus pandemic were decided on Sunday, March 15, 2020. From March 16, all so-called “entertainment businesses”, for example bars, clubs, discos, amusement arcades, theaters, cinemas and museums, had to close. From March 17th, the operation of fitness studios, swimming pools, fun pools and saunas was also prohibited. Meetings in sports clubs and other sports and leisure facilities as well as taking advantage of offers in adult education centers, music schools and other public and private educational institutions outside of school were also prohibited. Access to furniture stores and shopping centers, “shopping malls” or “factory-out-lets” is only permitted to meet urgent needs and subject to strict conditions - also to prevent pupils from gathering here in larger groups after schools have closed . In order to ensure the supply of food, cash, clothing, medicines and everyday items, banks, retail outlets, in particular for food and animal feed, pharmacies and drug stores will remain open. The operation of libraries, restaurants, pubs and hotels was tied to strict conditions in order to slow the spread of the coronavirus.

On Tuesday, March 17, 2020, the state cabinet decided on further extensive measures to contain the pandemic and to strengthen the medical and nursing infrastructure in North Rhine-Westphalia. The aim of the measures is to further reduce the number of physical proximity in the population and thus slow down the spread of the coronavirus. For this purpose, it was decided, among other things, to close or prohibit other facilities and offers, to narrow down the opening times and requirements of restaurants and to continue to allow overnight offers only for non-tourist purposes. At the same time, the opening on Sundays and public holidays is permitted for important daily needs. These include, for example, retail stores for groceries and pharmacies. There are considerable needs for hospitals and other medical and nursing care facilities due to the requirements to cope with the corona pandemic. Additional funds of 150 million euros are being made available to these institutions as emergency aid. Prime Minister Armin Laschet: “Only together will we be able to fight the virus successfully and save as many human lives as possible. It's about life and death. It's that simple. And so bad ”.

On March 20, 2020, further measures to ensure emergency care in schools were also decided on weekends and during the Easter holidays. A special timetable for the North Rhine-Westphalian rail traffic will apply from March 21, 2020. A "Cross-Border Task Force Corona" is being set up for cross-border crisis management to contain pandemics.

The amendment of March 30, 2020 of the North Rhine-Westphalian Ordinance on Protection against New Infections with the Coronavirus SARS-CoV-2 specifies restrictions for returnees from infection areas, public institutions, leisure facilities, trade and commerce, gastronomy, events, gatherings and staying in public space. It is limited to the end of April 19, 2020.

April 2020

On April 1, 2020, Prime Minister Armin Laschet called a "Corona Expert Council" into being at a briefing for the state parliament in Düsseldorf. The committee consists of twelve renowned experts from medicine , law , economics , philosophy and sociology and social work and is supposed to work with the state government to develop strategies for the period after the corona crisis.

An urgent procedure for the introduction of an "epidemic law" was rejected by the state parliament on April 1st. The vote on a law introduced by the state government in the state parliament was initially postponed on April 1, after the opposition criticized "blank powers" and raised constitutional concerns. The law is intended to empower the state government to oblige doctors, nurses and rescue workers to work in the context of the pandemic and to confiscate medical material.

On April 4, the state government announced that an ordinance by the North Rhine-Westphalian Ministry of Health regulates new and re-admission to the full inpatient long-term and short-term care facilities. The ordinance also applies to special forms of housing for people with disabilities, including short-term housing facilities for integration assistance.

After calls became louder to close the borders with the Netherlands, Prime Minister Armin Laschet welcomed the decision of the Federal Cabinet not to close the borders on April 6, 2020.

Education Minister Yvonne Gebauer emphasized on April 6, 2020 that the planned date of the Abitur exams, the start of which has been postponed by three weeks to May 12, should be adhered to. On April 9, 2020, Prime Minister Laschet and Hendrik Streeck announced a preliminary result of the study in the Heinsberg district at a press conference , according to which the number of infected people including those recovering in the district is projected at 15%, the mortality rate among the approximately 1000 people examined is 0, 37% and thus well below the value of 1.98% assumed by the American Johns Hopkins University. As a result of the study, Streeck suggested that initial relaxation of the measures imposed should be considered. Laschet pointed out that corresponding easing in a telephone conference of all prime ministers after April 19 could be expected. Other doctors and scientists, including the virologist Christian Drosten from the Charité Berlin, were critical of the study, as the explanations at the press conference were not sufficient. In addition, when testing for antibodies, as was carried out in the study, other corona viruses could also show a positive result due to what is known as cross - reactivity , which falsifies the numbers of the study and thus the conclusions drawn. Dorsten and Münster were the first cities in North Rhine-Westphalia to introduce a mask requirement . Shortly afterwards, the state government followed suit and issued a mask requirement for all of North Rhine-Westphalia from April 27th. At a press conference on April 24, 2020 in the Düsseldorf State Chancellery, Health Minister Karl-Josef Laumann specified the mask requirement in North Rhine-Westphalia. It applies in local public transport, at stops, in train stations, in taxis, when shopping in retail and when providing and obtaining services, i.e. also in pharmacies, doctor's offices, petrol stations and weekly markets as well as when collecting food and beverages. The country has not set a catalog of fines for violations of the mask requirement.

On April 17, 2020, the Safariland Stukenbrock opened its premises for the "Autosafari Stukenbrock" with a special permit. Tickets are only available online, car occupants are not allowed to get out on the safari site, and the amusement park area and the gastronomic offers remain closed in Stukenbrock. Another special feature of the state of North Rhine-Westphalia is that furniture stores, regardless of their size, were allowed to reopen business from April 20, 2020 subject to conditions.

May 2020

In May, the virus was detected in 151 of 1200 employees at Westfleisch in Coesfeld , whereupon the company was closed. In a sister factory in Oer-Erkenschwick in the Recklinghausen district , 33 out of 1,250 employees were infected. In another federal state there was a similar accumulation: In Schleswig-Holstein 109 employees in a slaughterhouse of the Vion NV company in Bad Bramstedt in the Segeberg district , in Baden-Württemberg around 400 employees at the Müller Fleisch company in Birkenfeld tested positive. In both Coesfeld and Bad Bramstedt, the upper limit of 50 new infections per 100,000 inhabitants set in an agreement between the federal and state governments was exceeded within seven days , from which strict restrictions must be reintroduced. Virus tests were then initiated in all slaughterhouses in the two federal states affected . In North Rhine-Westphalia, the collective accommodations in the meat industry and by harvest workers are also to be checked for hygiene measures. June 2020

Easings will come into effect on June 15. Certain events with more than 100 people as well as private festive events with up to 50 people “for outstanding occasions” (anniversaries, weddings, christening, birthday or graduation parties) are permitted subject to certain conditions. Contact sports are allowed indoors with up to ten people and outdoors with up to 30 people. Bars, wellness facilities and water parks can open. Barbecuing is possible again in public places or facilities from June 15th. The general contact restrictions and the obligation to protect your mouth and nose remain unchanged.

Tönnies main plant in Rheda-Wiedenbrück (2006)

In June 2020, officially ordered mass tests for the SARS-CoV-2 virus revealed that at least 1,500 employees in the main plant of the meat processor Tönnies in Rheda-Wiedenbrück were infected by around 7,000 Tönnies factory employees (as of June 20, 2020). The NRW Prime Minister Armin Laschet no longer ruled out a regional lockdown . July 2020

The Münster Higher Administrative Court lifted the extended corona restrictions for the Gütersloh district on July 6, 2020. After the Corona outbreak, the state of North Rhine-Westphalia should have issued a more differentiated regulation among the employees of the meat processor Tönnies. A lockdown for the whole circle would therefore no longer be proportionate. A similar decision by the state government was anticipated, according to the district administrator of the Gütersloh district, Sven-Georg Adenauer. With a few exceptions, most new infections occurred at the beginning of July 2020, according to the Gütersloh district, in people related to the Tönnies butchery.

August 2020

Areas particularly affected

Heinsberg

The district of Heinsberg in North Rhine-Westphalia has been listed by the Robert Koch Institute (RKI) as a "particularly affected area in Germany" since March 6, 2020 . Until today it was the only risk area in Germany designated by the RKI. (Since March 31st, no particularly affected areas have been designated within Germany, as "COVID-19 is now spread across Germany".) In the Heinsberg district there were already 1,442 until April 6th, 2020 according to the Robert Koch Institute (RKI) Infections and 42 deaths.

To determine this, the Robert Koch Institute uses various criteria (e.g. frequency of illness, dynamics of the number of cases reported daily, measures (e.g. quarantine of entire cities or areas), exported cases to other countries / regions). The situation is reassessed every day, and the risk areas are adjusted if necessary.

Districts of Gütersloh and Warendorf

In June 2020, officially ordered mass tests for the SARS-CoV-2 virus showed that at least 1,000 employees in the main plant of the meat processor Tönnies in Rheda-Wiedenbrück were infected by around 7,000 Tönnies factory employees (as of June 20, 2020). After the coronavirus outbreak in the Tönnies meat factory, the Bielefeld public prosecutor is currently investigating the initial suspicion of negligent bodily harm and violation of the Infection Protection Act. According to Chief Public Prosecutor Martin Temmen, there are five criminal charges that give rise to the investigation. Among other things, the parliamentary managing director of the Bundestag faction of the Greens , Britta Haßelmann , filed a criminal complaint against the Tönnies Group.

On June 19, it became known that the Detmold district government had found deficiencies in compliance with the distance rules during controls between May 11 and 18. During a follow-up inspection on May 29, the officially determined deficiencies in the hygiene requirements were eliminated. The Prime Minister of North Rhine-Westphalia Armin Laschet no longer ruled out a regional lockdown on June 19 . On June 23, the state government ordered the lockdown for the Gütersloh and Warendorf districts to run until June 30. On June 23, the 7-day incidence in the Gütersloh district was 275.4 and for the Warendorf district 68.4 cases per 100,000 inhabitants. On June 29, 2020, after several talks between NRW Prime Minister Laschet and Austrian Chancellor Sebastian Kurz, Austria withdrew the general travel warning for all of North Rhine-Westphalia issued after the severe coronavirus outbreak at the meat company Tönnies and limited it to the districts affected by the infection .

On June 29, the North Rhine-Westphalian state government decided to lift the lockdown for the Warendorf district with effect from July 1, while it is to remain in force in the Gütersloh district (initially until July 7).

Other areas

As of April 6, 2020, the city of Cologne (with over 1700 infections and 30 deaths), the Aachen city region (1213 infections and 27 deaths) and the Rhein-Sieg district are also severely affected by the COVID-19 pandemic, according to the RKI (with 670 infections and 27 deaths).

Private initiatives

In many places, initiatives were formed in which volunteers for clinics, nursing services or the fire brigade sewed makeshift mouth and nose protection and were provided with material from these institutions, the municipalities or companies.
