Phrynopus horstpauli is a species of frog in the family Craugastoridae. It is endemic to Peru. Its natural habitats are subtropical or tropical moist montane forest, subtropical or tropical high-altitude shrubland, pastureland, and rural gardens. It is threatened by habitat loss.
