Ángel Edmundo Orellana Mercado

Ángel Edmundo Orellana Mercado (born October 20, 1948 in Juticalpa, Departamento de Olancho) was Defense Minister of Honduras in the cabinet of Manuel Zelaya .

He studied law at the Universidad Nacional Autónoma de Honduras and graduated with the title of Licenciado en Derecho . He received a notary's seat Exe quatu de Notario Público and obtained a doctorate in administrative law in Italy.

In 1976 Orellana became a professor in the Faculty of Law at the Universidad Nacional Autónoma de Honduras . From 1982 to 1985 he was director of the Fondo Hondureño de Previsión department in the Ministry of Secretaría de Planificación, Coordinación y Presupuesto . From 1988 to 1994 he worked as a judge at the Magistrado de la Corte de Apelaciones appeal court . Parliament appointed him Attorney General, a post he held from 1994 to 1999. In 1999 he was appointed Permanent Representative of the Government of Honduras to the United Nations in New York. In 2005 he was elected as a member of the Parliament of Honduras.

Orellana is a renowned author of more than 20 political and legal works. He also has articles on social issues that have been published in the Centro de Documentación de Honduras (CEDOH) and has written hundreds of articles for Honduran newspapers and specialist magazines.

He wrote the first drafts of the Honduran Administrative Law , Administrative Implementing Regulations , and the Honduran Administrative Tribunal Code.

For his creative and scientific work, the State of Honduras awarded him the Premio Nacional de Ciencias José Cecilio del Valle in 1992 and the Lawyers Association a golden pen Juris Máxima Pluma de Oro .

Zelaya's cabinet

Orellana was Minister of Government and Justice from January 27, 2006 to February 1, 2008.

From February 1, 2008, Orellana was Foreign Minister of Honduras in the cabinet of Manuel Zelaya. During his tenure as Foreign Minister, positions in the Foreign Ministry were cut in early January 2009. At the end of January 2009, Patricia Rodas replaced Orellana as foreign minister and Orellana replaced Arístides Mejía Carranza as defense minister, who became deputy president.

In 2009 there was a constitutional conflict in Honduras . Zelaya ordered a referendum on June 28, 2009 on the question of whether another ballot box would be set up in the presidential election, in which a vote should be taken on whether the parliament to be elected should be a constituent assembly. Both Parliament and the Supreme Court declared this referendum illegal.

Zelaya ordered the army to distribute ballot boxes for this vote. The army commander in chief Romeo Vásquez Velásquez prevented the execution of this order and Orellana submitted his resignation as minister. Zelaya accepted Orellana's resignation on June 24, 2009, dismissing Romeo Vásquez Velásquez as commander in chief . As a result, there was a coup in Honduras in 2009 .

Orellana was sent as ambassador to the United Nations by the new government under Roberto Micheletti .
