Austrian Disability Council

The Austrian Council for the Disabled , formerly (until May 11, 2017) the Austrian Working Group for Rehabilitation (ÖAR), is the umbrella organization of the disability associations in Austria , based in Vienna .

Structure and tasks

The Austrian Disability Council currently (2020) comprises more than 80 member associations and partners and represents the interests of people with disabilities in Austria.

The main tasks of the Disability Council include working in various bodies and commissions, promoting and initiating political priorities at national and EU level as well as internationally, organizing and carrying out congresses and events as well as public relations.

Participation in disability policy

  • 1975: First activities for the development of ÖNORM B 1600 with the Austrian Standardization Institute .
  • 1981: European Year of Disabled People. Basic survey of social institutions in Austria.
  • 1982: Establishment of the first construction and housing advice center in an Austrian city (Graz) on the initiative of the ÖAR.
  • 1985: In cooperation with technicians from the Vienna University of Technology, a blind-specific information medium is developed. BLINFO delivers current reports in large print and on tape.
  • 1986: Preparatory work for the introduction of the care allowance was carried out with the ÖAR member Austrian Civil Invalids Association .
  • 1987: Successful implementation of numerous tariff benefits such as B. ÖBB, domestic flights and toll roads.
  • 1992: In cooperation with committed officials from the Ministry of Social Affairs, the “Federal Disability Concept” is created.
  • 1993: On the initiative of the ÖAR and with their cooperation, a guideline for the creation of Austria-wide lowering of the pavement (RVS guideline) is created.
  • 1997: On the initiative and cooperation of the ÖAR, the principle of equal treatment was inserted into the constitution with Article 7. On the initiative of the ÖAR, the platform “No to the Bio-Medicine Convention” was launched with over 100 affiliated groups.
  • 2000: With the restructuring of ORF, for the first time, ÖAR Vice-President Michael Svoboda, a representative of disabled people is sent to the ORF Public Council .
  • 2003: European Year of People with Disabilities. A ruling by the Constitutional Court has the effect of lifting the ambulance fee .
  • 2004: The accident pension taxation is abolished again.
