The Austrian Institute for Human Rights (ÖIM) is a scientific institution based in Salzburg . It sees itself as a competence center for the protection of fundamental and human rights in Austria and Europe. Since January 1, 2014 it has been an affiliate of the Paris Lodron University of Salzburg .

history

The ÖIM has existed since 1987. It emerged from the International Research Center (IFZ) founded by Thomas Michels in 1961 and, together with the Austrian Institute for European Legal Policy, is based in the Edith Stein House on Mönchsberg. When it was founded, it was the first human rights institute in Austria and in the German-speaking area. Its establishment goes back to a recommendation of the Committee of Ministers of the Council of Europe, in which the member states were recommended to set up national human rights centers.

The first preparatory work was done by the Salzburg international law teacher Herbert Miehsler (1934–1986). After his death on July 1, 1986, they were continued by Franz Matscher . The then Governor of Salzburg, Wilfried Haslauer , as well as the then Federal Minister for Science and Research, Hans Tuppy , contributed to the establishment of the institute .

The institute also receives special support from the Peter Kaiser Foundation (Vaduz) and its President Senator Herbert Batliner and from the Hermann and Marianne Straniak Foundation (Sarnen / Switzerland) and its president lawyer Herwig Liebscher (Salzburg).

structure

The institute is supported by a non-profit association , the full members of which are the Republic of Austria, the State of Salzburg and the Katholisches Hochschulwerk .

The board of directors consists of the Federal Minister for Science and Research, the Governor of Salzburg and the President of the Katholisches Hochschulwerk, a further representative each, the President of the International Research Center for Social and Ethical Issues and the Director of the Institute for Human Rights. A scientific advisory board is attached.

tasks and goals

It sees itself as a competence center for the protection of human rights, in particular within the framework of the European Convention on Human Rights (ECHR) and the United Nations, and sees its task in particular in the following:

  • Dissemination of human rights in general
  • Documentation of the jurisprudence of European, international and Austrian courts and tribunals on fundamental and human rights
  • Documentation of the relevant literature
  • Information point for courts, authorities, lawyers, students, private individuals etc.
  • Advising people who want to address a complaint to an international authority - in particular the European Court of Human Rights in Strasbourg
  • Information center for human rights events and courses inside and outside Austria

activities

The ÖIM fulfills its tasks in particular by organizing lectures, conferences, seminars and workshops on various topics in the field of fundamental and human rights. This offer is aimed on the one hand at the professional world such as lawyers, judges, employees of authorities, representatives of advice centers and NGOs as well as scientists, on the other hand at the broader public.

The research of the institute's staff is published in various publications and the results of conferences are made available to experts. In addition to two series of publications ("Human Rights Concretely", "Writings of the Austrian Institute for Human Rights"), the institute publishes its own magazine ("Newsletter Menschenrechte NLMR"), in which the current judicature on human rights is dealt with.
