Franz Matscher

Franz Matscher (born January 19, 1928 in Merano ) is an Italian - Austrian legal scholar . 1974/75 he was rector of the University of Salzburg and from 1977 to 1998 judge at the European Court of Human Rights .

Life

Matscher grew up in Meran- Obermais under Italian fascism . There he attended the Italian elementary school and in the afternoons a German catacomb school . He then went to Bozen to the Franciscan high school before he emigrated with his family to Graz in 1943 as part of the option . Matscher studied after graduation law at the University of Graz , where he in 1951 to Dr. iur. PhD . In 1953 he received another doctorate in law in Paris .

From 1953 to 1970 he worked in the Austrian Foreign Service , including in the legal department, the political department at headquarters, in the embassies in Paris, Madrid and Bonn, and most recently as consul general in Milan . In 1955 he was involved in the negotiations on the Austrian State Treaty , including translating into French for Leopold Figl and was also present at the presentation of the contract on the balcony of Belvedere Palace .

In 1966 he completed his habilitation at the University of Innsbruck with a thesis on national and international jurisdiction agreements, from 1969 he was professor for civil court proceedings and head of the institute for civil court proceedings and comparative procedural law at the University of Salzburg , where he was dean of the law faculty and in 1971/72 1974/75 served as rector. In 1996 he retired . In his academic work, he dealt with human rights protection, in particular the European Convention on Human Rights (ECHR) as well as national and international civil procedural law and arbitration .

From 1977 to 1998 he was a judge at the European Court of Human Rights , from 1987 to 2003 he was director of the Austrian Institute for Human Rights . From 2001 to 2006 he acted as legal protection officer in the Federal Ministry of the Interior . In 2008 he co-founded the European Journal on Minority Issues .
