Assault alarm systems and / or burglar alarm systems (ÜMA / EMA) or systems for police-relevant emergencies or dangers - generally referred to as hazard alarm systems (GMA) in the ÜEA Directive - with connection to the police (ÜEA) in Germany serve as part of a comprehensive security concept to alert the police directly in the event of corresponding danger so that police measures can be initiated. The preventive effect through a sustainable reduction in the crime incentive should also be taken into account.

Automatic alarm transmissions to the police from ÜMA / EMA or other, comparable systems (e.g. emergency and hazard response systems ( NGRS )) are only permitted in compliance with the ÜEA guideline.

The "uniform federal guideline for hold-up / burglar alarm systems or systems for emergencies / dangers with connection to the police (ÜEA) - in short: ÜEA guideline " contains the corresponding requirements. The establishment and operation of the ÜEA can be approved by the police if it is to be expected in individual cases on the basis of police assessments that

  • Persons because of their social position (e.g. endangered persons classified according to PDV 129),
  • People who, due to their function or activity (e.g. in areas at risk of robbery),
  • Things because of their significant value or because of their individuality,
  • Corporations under public law, companies, institutions or things because of their economic or other importance

are at risk and there is a general public interest in their safety.

Forwarding the alarm to the police

Depending on the requirements of the federal government or the respective federal state, who has been authorized to do so on the basis of a special contract with the police is entitled to forward the alarm to the police . Up until 2016, the police had granted concessionaires for this purpose. Since the July 2017 edition of the ÜEA directive, the federal states can now also authorize so-called ÜEA providers for this.

Before the establishment of a hazard alarm system ( GMA ) that is to be connected to the police reception facility (EE-Pol), the concessionaire or ÜEA provider must submit an application in writing in good time for the establishment in accordance with the appendix on behalf of the connection applicant / operator and installer / maintenance provider 3 of the ÜEA guideline to be presented to the police. This also applies to new connections from GMAs that have not yet been connected and after an expansion or significant change to already connected GMAs. The installation / expansion / modification of the system may only commence after approval by the police. The further process is regulated in No. 4 of the ÜEA guideline.

The alarm transmission and processing to or at the receiving facility of the police (EE-Pol) is described in detail in Appendix 10 of the ÜEA guideline.

Approval

ÜEA may only be set up, modified, expanded and maintained by efficient, qualified specialist companies (in accordance with Appendix 7a of the ÜEA guideline).

With regard to the structure of a ÜEA, corresponding regulations are contained in particular in Appendix 5 of the ÜEA guideline "Project planning and installation instructions for hold-up and intrusion alarm systems", which must be observed. An important criterion is compliance with the so-called inevitability . This is an essential criterion for avoiding false alarms .

Since the July 2017 edition of the ÜEA guideline, alarms from emergency and hazard response systems ( NGRS ), e.g. B. transferred to the police . For this purpose, the relevant regulations in Annex 5b of the ÜEA guideline "Project planning and installation instructions for emergency and hazard response systems (NGRS)" must be observed.

The police can revoke the approval and have the alarm transmission to the police switched off by the licensee or the ÜEA provider if

  • the requirements according to No. 1.5 of the ÜEA Directive do not apply,
  • the operator changes,
  • the maintenance engineer changes (in particular if he does not meet the requirements of Appendix 7 of the ÜEA guideline),
  • the concessionaire or ÜEA provider no longer meets the relevant requirements according to this guideline,
  • the system has been significantly modified without prior approval and renewed acceptance,
  • the system is operated contrary to the provisions of this guideline,
  • Defects in the system have been found and these have not been remedied despite being requested to do so,
  • repeated alarms due to operator error or
  • more than three false alarms (also as a result of operating errors) per 50 detectors of a GMA within four weeks or regularly occurring false alarms were triggered.

When an alarm is triggered, the police forces endeavor to get to the property immediately and often have to act under the use of special rights and the endangerment of their lives and possibly that of uninvolved third parties. Therefore, such intervention operations should be reduced to the alarms that are based on a specific cause. The primary goal of the ÜEA guideline is therefore to avoid false alarms .

GMAs may only be connected to the reception facility at the police station (EE-Pol) if they have been removed by police specialists. The acceptance must be applied for in writing via the relevant licensee of the police or the ÜEA provider. There are corresponding application forms for this in the ÜEA guideline.

Alarm

In the event of an alarm, the licensee or ÜEA provider of the police will immediately notify the operator or the persons responsible and the maintenance service of the ÜEA. This with it

  • an authorized key person immediately appears at the property after an alarm to support the police accordingly,
  • the cause of the alarm is determined with the assistance of the maintenance service, if necessary,
  • after the police have deployed the necessary measures to secure the property independently and
  • the system is only armed again when the cause of the alarm has been identified and eliminated.

The police forces are not obliged to stay on site for more than 30 minutes if the operator's authorized key does not appear in time. In this case, appropriate substitute measures to further secure the property are to be agreed between the concessionaire or the ÜEA provider.

The operator must inform the licensee or ÜEA provider of the cause of the alarm in writing. A list of the causes of the alarm must be made available to the police by the licensee or ÜEA provider on request.

Image transfer

In the future, after coordination with the police, differentiated alarm transmissions with the help of a generated website,

  • the corresponding site plan with display of the current alarms
  • and, if necessary, display of selectable camera symbols to initiate image transmission

represents, take place. The images recorded by a video surveillance system (according to Annex 5c of the ÜEA guideline) (according to annex 6 of the ÜEA guideline) should also be available to determine the position.

This website is to be generated in the alarm receiving center (AES) or the emergency call and service control center (NSL) and made available to the police for retrieval on a server. All network access to this server must be protected in accordance with the current state of the art and in compliance with the relevant requirements for basic IT protection of the Federal Office for Information Security ( BSI ) (in particular with a firewall and virus scanner). It must always be ensured that IT security is in place (e.g. immediate implementation of security-relevant updates).

Installation, configuration, servicing and maintenance may only be carried out by adequately qualified and authorized personnel.

The type of alarm transmission (e.g. by area and element) for display in the plan must be coordinated accordingly.

ÜEA guideline

The "Uniform Federal Guideline for Assault / Burglar Alarm Systems or Systems for Emergencies / Hazards with Connection to the Police (ÜEA) - in short: ÜEA Directive" is a guideline issued by the police in Germany. It contains the relevant requirements for planning, setting up, expanding, changing, operating and maintaining GMAs with connection to the police. The guideline is being processed by the “ÜEA” expert group on behalf of the Commission Basics of Surveillance Technology (KomGÜT) chaired by the Hesse Police Academy (HPA).

Version as of January 2019

During the revision of the ÜEA guideline as of July 2017, the following changes / additions were mainly made:

  • Clarification that in particular NGRS with the aim of calling for help in amok situations are generally to be connected to the police in order to ensure immediate verification via the voice communication with the initiating person.
  • Specification that systems or system parts that automatically dial a police number (e.g. 110) due to a key operation or the like are considered NGRS and may therefore only be connected to the police if the requirements of the ÜEA directive are complied with. Existing systems with alarm transmission to the police must be retrofitted accordingly.
  • Inclusion of regulations on data protection under No. 6 of the ÜEA guideline as well as integration of the corresponding information as Annex 12 "Data protection information".
  • Inclusion of a plant description of the ÜMA / EMA that has been prepared and coordinated jointly with the relevant associations in the event of changes / additions to existing ÜEA.
  • Inclusion of an NGRS facility description that was prepared and coordinated jointly with the relevant associations.
  • Inclusion of a VÜA / VSS system description, including a sample, drawn up and coordinated jointly with the relevant associations.
  • Adaptation of Annex 5a "Project planning and installation instructions for ÜMA / EMA" to the version of the VdS 2311: 2017-04 (05) guideline.
  • Various clarifications and specifications in Appendix 5b "Project planning and installation instructions for NGRS".
  • New addition of Annex 5c "Project planning and installation instructions for VÜA".
  • Various adjustments in Annex 6 as a result of the addition of Annex 5c.
  • Specification in Annex 7a “Requirements for a specialist company and its obligations” that the specialist company must have appropriate employees in all functions A, B, C according to DIN EN 16763 for each processing phase and for the respective specialist area.
  • Insertion of corresponding requirements for specialist companies with regard to NGRS in Appendix 7a "Requirements for a specialist company and its obligations".
  • Specification of requirements and inclusion of short names in the context of the differentiated alarm transmission in Annex 10 "Requirements for alarm transmission and processing to or at the EE-Pol".
  • Moving the former Annex 12 as Annex 13 "Country-specific additional provisions".

Implementation in the individual federal states

After going through the corresponding police committees, the corresponding subcommittee (UA IuK) issued a recommendation to the federal government and the states with effect from March 20, 2019, to apply the revised ÜEA directive as of January 2019.

The time of implementation in the federal states is up to the respective federal state. However, new systems should already be planned and installed in accordance with this new edition of the ÜEA guideline. After the introduction by the respective federal state, the previous versions of the ÜEA guideline lose their validity.

The individual federal states can list further country-specific additional provisions in Annex 13, which must then also be observed.

The specifications contained specifically in each federal state in Germany in Appendix 13 are country-specific. Otherwise the guideline is valid nationwide and defines the necessary minimum requirements with the aim of achieving reliable reporting. It specifies the conditions under which a connection can be approved or switched off and regulates the approval process.
