In the mid-1960s, SIG Holding (SIG) and Dynamit Nobel (DAG) began developing the 9 × 18 mm Police / 9 × 18 mm Ultra cartridge . After the first attempts, the Hirtenberger cartridge factory took over the further development of the 9 mm Police cartridge for SIG . The production facilities of both companies are identical today. In addition to the DAG and Hirtenberger, this ammunition is still manufactured by Fiocchi and the Federal Ammunition Factory in Thun.

The origins of ammunition go back to before the Second World War. On behalf of the Luftwaffe, Geco and Walther designed the 9 mm Ultra, a cartridge that was less powerful than the 9 mm Parabellum and should not require a rigid locking mechanism, but would still offer sufficient energy reserves for military use. The development of this compromise solution was stopped during the war and then taken up again in the 1970s. It was now a matter of choosing a cartridge for arming the German police, but here too the authorities mostly opted for the Parabellum. A number of Walther PP Super caliber 9 mm Police pistols were nevertheless procured, mainly from the Bavarian and Rhineland-Palatinate police .
