Turning assistant

A turning assistant or turning assistance system is a safety- effective technical device in motor vehicles that recognizes road users as cyclists or pedestrians in the immediate vicinity of the vehicle and warns the vehicle driver acoustically, visually, tactilely or in any other way in order to then initiate emergency braking if necessary.

Turning accidents

For Germany , accident research by insurers estimates that around a third of all cyclists killed in road traffic every year in turning accidents caused by trucks turning right . Often the cyclists are run over by the truck. That is why the proportion of cyclists killed in these accidents is very high. However, such accidents are rarely caused by cyclists. In Germany around 30 to 40 people die every year from trucks turning.

Accident research by insurers differentiates between different types of turning accidents:

  1. The cyclist travels on a separate cycle path (accident type 243), often hidden by parked cars or green spaces, the distance to the truck is 2 to 5 meters, 70% of the deaths investigated
  2. The cyclist drives on the lane directly next to the truck (accident type 232), the distance to the truck is between 0 and 2 meters, 20% of the deaths investigated
  3. The cyclist comes towards the vehicle (accident type 244), the paths cross when the vehicle turns, 0% of the deaths investigated

Use of turn assistants

Turning assistance systems can make a significant contribution to improving road safety and prevent accidents between trucks turning right and unprotected road users. According to estimates by the ADFC and accident research by insurers, electronic truck turning assistants can prevent over 60 percent of serious accidents. In Germany, around 28 accidents with fatal and 160 with seriously injured cyclists caused by trucks turning right could be avoided or the consequences of the accident significantly reduced.

According to estimates by the ADFC, less than 5 percent of the trucks reported in Germany are equipped with turning assistants.

Types of turn assistants

There are different approaches to preventing accidents when turning.

Type 1: camera-based

A camera-based system uses a wide-angle camera, which is attached to the front right of the truck and shows the entire blind spot on the right-hand side. This can be activated by signals such as steering angle, speed and indicators. In addition, the area to the right behind the A-pillar and the first 6 m of the vehicle at a distance of 2.5 m are monitored by 4 sensors that indicate obstacles via an LED display in the driver's cab. An obstacle is detected and the system emits an acoustic and visual signal.

This system, u. a. known as ROSHO, Wüllhorst or AXION turning assistant, has been on the market since the beginning of 2019 as the first turning assistant to pass the driving tests to obtain an ABE.

Type 2: Radar-based

Radar systems permanently monitor the area to the right of the vehicle and detect moving objects. An optical signal is given to the driver, which jumps to red if a possible collision is calculated and emits an additional warning tone. Daimler-Benz vehicles could also brake automatically in the near future.

Type 3: software based

Software-based systems use a camera to analyze color changes in the frame rate in real time and use an algorithm to recognize dangers in the “blind spot”. The algorithm differentiates between moving objects (e.g. cyclists or pedestrians) and static objects (e.g. traffic lights, masts or parked cars). With the software-based system, the alarm is only triggered when moving objects are in the danger zone; static objects are "filtered out". Modern turning assistants warn in two stages: If, for example, a cyclist is in the danger area of ​​the truck, the warning is initially only optically (by means of an LED warning light or visual highlighting in the monitor in the driver's cab). If the driver then initiates a turning maneuver, such as by setting the indicator or turning the steering wheel, an additional acoustic alarm sounds. In addition to a camera on the truck roof, software-based systems require a control unit (ECU) for image evaluation. Due to the high positioning of the camera on the truck roof, the software records a very large part of the environment, such as pedestrians and cyclists "in the second row".

The turn-off assistant LUIS turn detect should be mentioned here, which was the first such system to receive an ABE on March 21, 2019.

Legal regulations

Germany

From July 1, 2020, new long trucks must be equipped with a turning assistant with flashing side marker lights. This obligation will also apply to existing vehicles from July 1, 2022.

In 2011, Daimler Trucks presented the ADFC with a truck in which a prototype of a right-turn assistant was installed. As a result, the ADFC initiated a round table in the Federal Ministry of Transport with the aim of introducing the turning assistant for trucks into law.

On May 7, 2018, two female cyclists were run over by trucks and killed: a 9-year-old girl in Munich on Moosacher Strasse at the corner of Schleissheimerstrasse, and a 33-year-old woman in Hamburg on Eppendorfer Weg at the corner of Osterstrasse. In the evening, more than 50 cyclists spontaneously gathered at the accident site in Hamburg and put their bikes on the street in protest. At another demonstration in Hamburg-Eimsbüttel on May 19, 2018, several hundred cyclists demonstrated for more safety on the streets.

In Germany, from July 2020, newly registered long trucks must be equipped with a turning assistant and flashing side marker lights, for long trucks already registered this applies from July 1, 2022. Long trucks are not regulated as a special vehicle combination in European law, but have been able to drive on routes on a “positive list” since 2017 as part of a field test in Germany. These new safety requirements were laid down on October 1 in the 9th amendment regulation for the field test for long trucks, which also opened up additional routes for long trucks on October 2, 2019.

Turn assistant action

On July 10, 2018, Federal Transport Minister Andreas Scheuer invited all those involved who have something to do with the turning assistant to the BMVI Berlin for the "Turning Assistant" campaign, including representatives of freight forwarders, logistics associations, manufacturers, suppliers, cycling and traffic safety associations and technical inspection services and traffic cops.

“Pedestrians and cyclists are endangered every day by trucks turning off in traffic. This often leads to terrible accidents. These could be avoided by turning assistants. But the legal requirements are regulated internationally and Germany cannot change it alone. With our “Turn Assist” campaign, we want to make the most of all the options we have. We all have a responsibility. Today I agreed an initial security partnership with Edeka / Netto Marken-Discount. As part of the “Turn Assistant” campaign, we want to win additional partners who commit to retrofitting their fleets with turning assistants. A first meeting with everyone involved will take place before the summer break . "

On July 10, 2018, the Osnabrück-based freight forwarder Siegfried Serrahn, an expert for commercial vehicles, received an invitation to the meeting of the security partnership in the BMVI - besides DB Schenker as the only freight forwarder. Serrahn has been campaigning personally since April 7, 2014, at local, national and international level, for more safety when turning blind spots in trucks. Serrahn said there was “ consistently positive approval from all sides ” for the “ Turn Assistant ” campaign . Scheuer announced that retrofitting and converting trucks with electronic turning assistants will be financially supported. In September 2018, however, the ADFC criticized the fact that no funds were earmarked for this in the 2019 transport budget. On October 25th, 2018, 44 security partners were invited to Berlin for the “Turn Assistant” campaign and awarded a certificate. Of the 44, 33 new security partners had joined the Turn Assist campaign, which Federal Minister Andreas Scheuer welcomed to the BMVI. The aim is to equip all trucks in Germany with turning assistants.

Austria

Triggered by an accident in Vienna in which a boy was killed by a truck turning to the right, the discussion about an obligation began even before an EU-wide regulation. Following the recommendation and funding for voluntary installation throughout Austria, according to a draft ordinance by the City of Vienna, from April 1, 2020, trucks with a total weight of over 7.5 tonnes will no longer be allowed to turn without an assistant, which equates to an obligation to install . EU

In a letter dated May 7, 2018, the ADFC urged the Federal Ministry of Transport to immediately set up a task force to improve the protection of cyclists and to immediately appeal to the EU Commission for the mandatory introduction of electronic truck turning assistants. In the current regulation (EU) No. 661/2009 “General Safety Regulation” they were not provided for.

On May 17, 2018, the European Commission presented a draft to update the General Safety Regulation. This calls for electronic turning assistants for trucks and buses. This amendment has yet to be passed by the EU Parliament and the EU Council of Ministers .
