Departure lock

Under departure lock also exit lock , exit [ s ] lock , is defined as a procedure in which highway exits are temporarily disabled. This is used to prevent bypass traffic via lower-ranking routes.

Basics

Bypass traffic via local alternative routes is a problem in particular when there is a traffic jam , as this also quickly overloads the parallel local connections. As a result, regional traffic also collapses in the places along the alternative routes. Since one tries in the traffic control planning to lead the long-distance traffic on the highways , the traffic jam refugees are counterproductive. This is particularly a problem in Alpine transit , where there is a parallel, well-developed overland road throughout the narrow Alpine valleys , but often only this one route. This largely paralyzes local life in the valley locations, especially on holiday travel weekends, which is also a significant economic loss, since these places themselves are mostly tourist destinations and are dependent on local arrival and departure traffic.

In Austria in particular, there is the problem of toll evacuation via the same routes, which is why these are in principle burdened above the planning level. This situation has been exacerbated by modern navigation devices which, in combination with real-time traffic reports, offer functions for avoiding traffic jams. Due to the limited number of providers, many motorists react relatively the same here, which means that the alternative traffic collapses again very quickly and thus quickly spreads like a domino in the region.

In June 2019, the state of Tyrol announced  that it would block alternative traffic along the Inntal and Brenner autobahns (A12-A13), one of the most important Alpine transit routes , for the summer travel season . This is implemented - for safety reasons - not by blocking the motorway exit itself, but by a temporary ban on driving on the parallel state roads and other low-level road networks, with the exception of destination, source and neighboring traffic . The regulation applies mainly in the Innsbruck area, depending on the direction of travel south (to Italy) or north (Germany), as well as in the Kufstein area (border area to Germany for this direction of travel). The measure is accompanied by any block handling for heavy traffic .

Shortly afterwards, the State of Salzburg  also implemented a similar measure on the Tauern Autobahn (A10), also an important transit route between Germany and Italy / the Balkans. The exits are specially controlled here. The section of the A8 from south of the city of Salzburg to the state border in Lungau ( Katschberg tunnel ) is affected . At the Walserberg motorway border crossing , where border controls were reintroduced after 2015 , a joint border management with Bavaria applies to the alternative routes there, which was negotiated in June.

The decisions about which exits are to be blocked are made in cooperation with the Ministry of Transport , the state government, the police, the district administration and the ASFINAG motorway company . They are to be adapted in the course of the summer.

Initially, politicians and the ADAC motorists' club criticized the situation from Germany . Transport Minister Andreas Scheuer announced that he was preparing a complaint to the European Court of Justice . The two Austrian federal states emphasize that they consider the regulations to be compliant with EU law, in particular because they apply to residents and foreigners in transit. How the measure will be accepted in the affected regions has not yet been evaluated.

The first exit barriers that came into force in July 2019 showed positive effects on the alternative routes. There were several hundred rejections on the first weekend, and only sporadic controls were necessary on the following weekends. Checked navigation devices had displayed the current driving bans. As the first cross-border success, Bavaria and Salzburg were able to exchange their measurement data on traffic so that planning can be carried out more spaciously and in a more targeted manner.
