The Defense Security Department of State Information Security of the Security Service of Ukraine (Ukrainian DKİB SBU ) is a functional sub-unit of the Security Service of Ukraine SBU .

It is responsible for state security in the cyber and information area, and coordinates and controls the activities of the regional bodies of the central unit of the SBU. The DKİB SBU submits proposals for the adoption of legal acts to the President , within the scope of its competence.

The main normative legal acts defining the remit of the DKİB SBU are the Doctrine of Information Security , approved by Presidential Decree No. 47/2017, and the Cybersecurity Strategy of Ukraine , approved by Presidential Decree No. 96/2016

Situation center to ensure cybersecurity of the SBU

The task of the situation center is the prevention, detection and ending of crimes against peace and security in the cyber sector. This includes, on the one hand, the fight against cyber terrorism and cyber espionage, including critical infrastructure objects, and, on the other hand, the fight against internet crime . Government electronic information resources and critical information infrastructures are protected by the DKİB SBU .

The first regional cybersecurity center was established in Dnipro in November 2018 . In May 2019, the deputy chief of the security service, Oleh Frolov, opened the regional cybersecurity center in Odessa . Thanks to this facility, interference in the election of the President of Ukraine in 2019 was prevented.

It was alleged that the Malaysian government had sent a malicious code to the Central Election Commission, but it was found that the organizers of the attack were Russian-speaking hackers. From January to July 2018, the use of 181 websites by Russian intelligence services to destabilize the situation in Ukraine was discovered and suppressed, which was supplemented by the sanctions list of the National Security and Defense Council.

Thanks to the measures taken in 2014–2016 and with the support of the Ukraine-NATO Cybersecurity Trust Fund, the creation and development of the Security Service's Cyber ​​Security Situation Center was ensured. The technical equipment and software for the work of this center was provided in July 2017 as part of the first phase of the implementation of the Ukraine-NATO Cybersecurity Trust Fund. On January 25, 2018, in Kiev , the head of the SBU Vasyl Hrytsak opened the SBU Cyber ​​Security Situation Center , which was established on the basis of the DKİB SBU .

During the centre's work, the centre's specialists repaired and blocked cyber attacks of various magnitudes.

The employees of the situation center for ensuring cybersecurity of the SBU based on the MISP (Malware Information Sharing Platform) have a system for collecting and processing information on cyber security incidents and for exchanging real-time technical data on identifiers for the endangerment of information systems of critical infrastructure objects created between entities in the security sector.

The SBU's Cyber ​​Security Situation Center signed the cybersecurity memoranda and organized the exchange of information on cyber incidents and cyber attacks using the MISP-UA platform with the state companies "Antonov", "Ukrzaliznitsa", "Ukrenergo", " Ukrgidroenergo ”and other companies, both public and private, that are vital to the state's critical infrastructure.
