The 2019 presidential election in Ukraine took place in two rounds on March 31, 2019 and April 21, 2019. In the second ballot, incumbent Petro Poroshenko and the actor Volodymyr Selenskyj faced each other in the runoff election . Zelenskyi clearly won the election with 73.22% of the vote. The turnout in the second ballot was 61.37%.

Called to take part in the presidential election in Ukraine were 34,544,993 voters. The announcement of the election process and thus the beginning of the election campaign was on December 30, 2018 by the Central Election Commission of Ukraine . The lawyer and former Minister of Ecology and Natural Resources of Ukraine Ihor Shevchenko registered on December 31, 2018.

The first round of voting took place on March 31st. Their official result had to be reported by April 10, the result was published on April 3, 2019. If none of the candidates manage to achieve an absolute majority in the first ballot, a run-off election was planned for April 21, 2019. On April 23, 2019, the final results of the second round of voting were announced, the deadline was May 4. The oath of office of the newly elected president was taken on May 20, 2019 at a meeting of the Verkhovna Rada and from that point on he was able to exercise his powers, the deadline was June 3.

According to the Central Election Commission, the presidential election will cost 2.354 billion UAH , which corresponds to around 75 million euros.

prehistory

After the early 2014 presidential election , which followed the anti-government protests in Ukraine with the dismissal of President Viktor Yanukovych , the 2019 election took place at the end of incumbent President Petro Poroshenko's term of office .

Due to the Russian annexation of Crimea and the rule of pro-Russian rebels in parts of the Donbas in eastern Ukraine , around 12 percent of Ukrainian voters have not been able to take part in the election since 2014.

Candidates

A record number of candidates was expected in the 2019 presidential election. The candidates were able to register between December 31, 2018 and February 3, 2019. On February 9, 2019, the final list of presidential candidates was announced. The electoral commission refused to register more than 40 applicants for candidacy whose documents did not comply with the law or whose nomination process was incorrect.

Survey

The last polls before the election predicted a victory in the first round of the actor Volodymyr Zelenskyj with 25-27%. Behind this, the opinion polls saw a relatively close fight for second place and thus for a place in the runoff election between the previous President Petro Poroshenko and Julija Tymoshenko ; the latter was seen in the final phase of the election campaign as an outsider in the struggle for the office of head of state.

Behind them are the party leader of the bourgeois position, Anatolij Hryzenko and Jurij Boiko from the opposition bloc , each with 8 to 11 percent, and the chairman of the Radical Party, Oleh Lyaschko, with 5-6 percent.

Forecasts

According to forecasts on election day of the first round of elections on March 31, a victory for the candidate Volodymyr Zelenskyi, followed by Petro Poroshenko. Yulia Tymoshenko is beaten in third place, followed by Jurij Boiko from the opposition bloc and Anatolij Hryzenko. Since the election winner could not win an absolute majority, there was a second ballot between Zelensky and Poroshenko on April 21, 2019.

    Second ballot

    The second ballot was held on April 21, 2019, with 29,989 polling stations open between 7 a.m. and 7 p.m. CEST for around 30 million voters in 200 constituencies. The election campaign ended two days before with a live TV broadcast of a speech duel between the presidential candidates in the Kiev Olympic Stadium, which was designed for 70,000 visitors . According to police, more than 20,000 people watched the event on site, with more than 10,000 security guards present on the stadium grounds, according to official information. In an exchange of blows, Zelenskyi presented himself as the result of Poroshenko's mistakes. The incumbent, in turn, accused the challenger of political inexperience, weakness in front of Putin and dependence on Ihor Kolomoysky . While Poroshenko tried to portray himself as the true guarantor of Ukrainian statehood, Zelenskyi presented himself as the representative of a new, more open country that is not ruled by corrupt oligarchs.

    Survey

    The opinion polls assumed a clear victory for Volodymyr Selenskyj. The last poll before election Sunday on April 21 was carried out by the polling institute “Rating”, whose data is based on the time window between April 12 and 16. It was released on April 18th. The respondents responded to the question “Who will you vote for in the second round of the presidential elections?” As follows: 52% named Zelenskyj, 19% Poroshenko, 19% had not yet made a decision and 10% did not intend to vote. Of those who want to vote in the runoff election, 58% intend to vote for Zelenskyi, 22% for Poroshenko and 20% have been undecided so far.
