The Sluschba bespeky Ukrajiny (SBU, German Security Service of Ukraine ) is the domestic secret service of Ukraine . It is a successor organization to the KGB of the Ukrainian Soviet Republic with its seat in Kiev .
Origin and tasks
The SBU was established by a resolution of the Verkhovna Rada , the Ukrainian parliament, on September 20, 1991. The predecessor organization, the KGB of the Ukrainian SSR, thus ended its existence. More details on the functioning and tasks of the SBU were laid down in several laws in the spring of 1992. The main tasks of the SBU are:
- Protection of state sovereignty , the constitution , territorial unity , the economic, scientific-technical and defensive potential of Ukraine, as well as protection of the interests of the state and civil rights against interventions by foreign secret services.
- Combating and preventing crimes against the peace and security of humanity, terrorism , corruption and organized crime .
- Supporting the domestic and foreign policy goals of the state leadership in terms of strengthening the defense power and economic potential of Ukraine and strengthening international cooperation.
The SBU reports to the President of Ukraine and is controlled by the Verkhovna Rada.
Special unit Alpha
The special military unit Alpha was formed in July 1994 as a result of a presidential decree. The unit was used to fight terrorism and hostage rescue as well as to support other state forces. The unit is commanded by General Vasyl Krutov.
The unit monitored, among other things, the transport of Ukrainian banknotes by ship from Canada to Ukraine. In the Ukraine crisis , Alpha intervened against the Prawy sector and is used against the pro-Russian people's militia in eastern Ukraine .
Cooperation with the BKA and the BND
As the Federal Ministry of the Interior announced on February 28, 2014 in response to a request from the Bundestag member Hans Christian Ströbele , the Federal Criminal Police Office organized workshops and courses for members of the SBU on the subjects of internet , smuggling and drug crime between 2009 and 2013 . The Federal Intelligence Service also financed some language courses for the SBU.
