Achim Truger

Achim Truger (born June 3, 1969 in Cologne ) is a German economist . Since April 2019 he has been professor of socio-economics with a focus on government activities and public finances at the University of Duisburg-Essen . On March 1, 2019, he was appointed by the federal government on the proposal of the trade unions as a member of the Expert Council for the assessment of macroeconomic development ("economic method").

Life

From 1988 to 1992 Achim Truger studied economics at the Faculty of Economics and Social Sciences at the University of Cologne and graduated with a degree in economics . He then worked until 1999 as a freelance research assistant at the Financial Research Institute at the University of Cologne (FiFo) and as a research assistant at Klaus Mackscheidt's chair . In 1997 he received his doctorate at the Department of Public Finance of the Faculty of Economics and Social Sciences at the University of Cologne with summa cum laude. Since 2004 he was head of the Department fiscal and financial policies in the Economic and Social Research Institute (WSI), from 2005 to 2012 then head of the department fiscal and financial policies in the Department of Macroeconomic Research (IMK). He has been a Senior Research Fellow there since 2014. From 2012 to 2019 he was Professor of Economics, in particular Macroeconomics and Economic Policy , and from 2014 also Vice Dean in the Department of Economics at the Berlin School of Economics and Law .

In addition to his teaching and research activities, he regularly prepares reports on financial policy issues at the state level. He is one of the editors of the European Journal of Economics and Economic Policies: Intervention . He is also the author of the Steuermythen.de project, which was founded by SPD members of the Bundestag on the initiative of Carsten Sieling .

Truger’s nomination as a representative of the trade unions for the Expert Council for the Assessment of Macroeconomic Development as the successor to Peter Bofinger met with resistance from the academic world. The Düsseldorf economics professor Justus Haucap criticized : “The trade unions send a scientific lightweight who can hardly discuss on an equal footing with the other four members.” At the time of his nomination by the Frankfurter Allgemeine Zeitung, Truger was not among the top 100 places in the economists ranking .

Achim Truger’s research focuses primarily on German and European tax and financial policy, in particular “ debt brakes ”, and ecological tax reform approaches.

Furthermore, he does research on the topic of the euro crisis, whereby he is critical of the austerity policy of the European Commission . He sees the austerity measures in the crisis countries as one of the main reasons for the slow recovery and pleads for a more expansive fiscal policy that could lead to a self-sustaining upswing.
