Aflao is a coastal town in the Ketu South Municipal District of the Volta Region in the West African state of Ghana , on the border with Togo and its capital Lomé on the Gulf of Guinea . When the country was last census on September 26, 2010, the city had 37,350 residents. It is the largest city in the district. In the 1984 census, 20,904 inhabitants were listed. And in 1970 the population was only 1,397.
