Alberto Membreño Vásquez

Alberto de Jesús Membreño Vásquez (born July 12, 1859 in Tegucigalpa , † February 6, 1921 in Tegucigalpa) was President of Honduras from July 28, 1915 to February 1, 1916 .

Life

His parents were Ceferina Márquez and Carlos Membreño. On October 6, 1877, he graduated from the Academia del Estado de Honduras with a degree in civil law. Alberto Membreño studied at the Universidad de Honduras law and worked as a lawyer.

In 1883 he was sent to Spain as Plenipotentiary and Envoy Extraordinary for the Marco Aurelio Soto government. From 1884 to 1886 he was State Secretary in the Ministry of Education in the government of Luís Bográn . From 1889 to 1890 he was a member of parliament for Tegucigalpa, where he was elected secretary of parliament. In 1893 he was a delegate at the first Congreso Pedagógico Centroamericano in Guatemala. From 1903 to 1904 he was Minister for Education and Public Works.

After the Battle of Namasigüe in 1907 , Alberto Membreño went to the USA with Manuel Bonilla . In October 1910 he was in Washington preparing a coup attempt by Manuel Bonilla with Lee Christmas to overthrow Miguel R. Dávila .

In 1911 he was government minister. Alberto Membreño was the ambassador of Honduras to the USA and presented a memorandum to a conference of the Pan-American Union , which was called the extended Briand-Kellogg Pact for the American continent.

Presidency

Alberto Membreño then became Executive President of Honduras during Francisco Bertrand's election campaign . During his tenure in December 1915, an earthquake destroyed the Ciudad de Gracias, in the Lempira Department. The authorities of the Department and the Municipios decided to relocate the city to Los Ronrones . With Decree 42 of November 15, 1915, a text by Augusto C. Coello and a melody by Carlos Hartling became law as the national anthem .

In 1916 he was Minister for Education, Public Works and Agriculture. Alberto Membreño was well versed in natural law, public law, constitutional law, civil law, criminal rhetoric , the code of civil procedure , the code of criminal procedure , canon law , military law and commercial law . Member of parliamentary commissions, procedural judge, member of the highest court. Rector of the Universidad de Honduras , Minister of Public Relations, Mayor of Tegucigalpa.

Partido Nacional de Honduras

In 1918 Tiburcio Carías Andino founded the Partido Nacional de Honduras , in which the Partido Conservador was merged.

The candidate of the Partido Nacional de Honduras , Nazario Soriano, a brother-in-law of Francisco Bertrand, had to resign. Now Alberto Membreño Vásquez became a candidate for the Partido Nacional de Honduras . In the civil war in Honduras in 1919 Francisco Bertrand had Alberto Membreño Vásquez arrested.

After Francisco Bertrand's escape, a Council of Ministers called on Vice-President Alberto Membreño, who had been exiled in Guatemala after his imprisonment, to take office in September 1919. This refused for health reasons.
