Alexandr Pawlowitsch Vershinin (Russian Александр Павлович Вершинин; born October 12, 1957 ) is a Russian lawyer , doctor of law and professor. He was the first head of the Boris Yeltsin Presidential Library , which he led from 2009 to 2018. Since August 27, 2018, he has been the senior director of the Russian National Library .

Life

Vershinin graduated from the Zhdanov State University of Leningrad in 1983 with honors . In 1986 he received his doctorate by defending his dissertation on "The content of civil procedural legal relationships" (Russian: "Содержание гражданских процессуальных правовых отношений"). At the beginning of the 1990s he was involved in the creation of new judicial bodies ( arbitration , notary, lawyers) and was active in legal practice (as advice, representation and expert). He combined practical work with teaching at the law faculty of St. Petersburg State University and was assistant, senior teacher, assistant professor and professor. He actively researched at the State University and at German universities. In 1998 he completed his habilitation by defending his dissertation on “Ways to protect civil rights in court” (Russian: “Способы защиты гражданских прав в суде”). As a result of the dissertation research, the concept of judicial methods for the protection of civil rights was developed and the prerequisites for a simplification of judicial legal protection were created. He pointed out the need to unite arbitration and generally competent courts and, when defending his dissertation, suggested that higher courts should be established not only in the capital , but in other cities - e.g. B. in St. Petersburg or Yekaterinburg - to raise. The work also pointed out the prospect of introducing technical means of information processing and in particular the use of electronic documents in legal proceedings in the process. From 2000–2001 he taught as visiting professor at the University of Vienna in the field of foreign trade law , and in 2008 in the field of energy law at the University of Latvia . From 2002 to 2005 he was the deputy sales representative of the Russian Federation in Germany. In 2007 he was appointed Deputy Dean of the Law Faculty of St. Petersburg State University for International Affairs. He developed a master’s program in energy law and headed it until 2009. Vershinin from 1999 to 2019 was a member of the Academic Council of the Law Faculty of St. Petersburg State University. Alexandr Pavlovich Vershinin is the author of more than 120 scientific papers, including eight monographs and textbooks, and according to eLIBRARY.ru, his deer factor was at 18 as of February 7, 2020.

In 2009 Vershinin became the first head of the Boris Yeltsin presidential library.

The Presidential Library is one of the three national libraries in Russia and the newest multifunctional information center (in the fields of science, education, culture, information and analysis) that uses information and telecommunication technologies to preserve and disseminate knowledge related to Russian statehood. At the end of 2017, the presidential library had over 600,000 storage units (more than 60 million pages) and had users of 2 million people. Between 2009 and 2017, a network of more than 470 centers for remote access to the resources of the Presidential Library was established in all regions of Russia.

On August 27, 2018, Vershinin was appointed Executive Director of the Russian National Library on behalf of the Prime Minister of the Russian Federation. In 2019, Vershinin proposed that the historical inscription "Imperial Public Library" be re-attached to the main facade of the building with a view of Nevsky Prospect.
