The Boris Yeltsin Presidential Library ( Russian Президентская библиотека имени Б. Н. Ельцина ) is a library in Saint Petersburg and one of the three Russian national libraries . One of the library's core tasks is the digitization of historical media. The library is under the administration of the President of the Russian Federation .

The library was founded on April 26, 2007 by decree of Vladimir Putin as the "Library of the President of the Russian Federation" with a budget of 5 billion rubles . The library was named after the former Russian President Boris Nikolayevich Yeltsin, who died in 2007 .

In October 2008, the library received the status of a national library and the right to copy books with the federal “Law on Libraries” ( Russian О библиотечном деле ). The library housed in the building of the Senate and Synod was opened on May 27, 2009 and opened to the public on September 1, 2009. Their electronic reading rooms have access to holdings of more than 215,000 storage units, including digital copies of old manuscripts, maps, photo collections, newspapers, monographs and scientific works obtained from the holdings of the Russian State Historical Archives, State Archives of the Russian Federation, Russian National Library , Russian State Library and regional libraries.

In November 2014, the library announced the creation of a regional online encyclopedia to act as an alternative to Wikipedia . The library reported that Wikipedia was "unable" to provide "detailed and reliable information about the regions of Russia and life in the country."
