Alfredo Siojo Lim (born December 21, 1929 in Manila ; † August 8, 2020 there ) was Mayor of Manila from 2007 to 2013 . Before that, he held this position from 1992 to 1998. His nickname was "Dirty Harry".

Lim graduated from the University of the East in 1951 with a Bachelor of Business Administration degree . He then began his professional career in the Manila Police Department, initially as a patrol officer. In the following years he was promoted several times until he was finally appointed Police Major General . In addition to his work in the police service, Lim studied again at the University of the East and graduated with a Bachelor of Laws . 1981 followed another study for a Master in National Security Administration . He resigned from the police force on December 21, 1989 and the next day was appointed head of the National Bureau of Investigation (NBI) , the national investigative agency under the Philippine Justice Department.

When he was elected mayor of Manila in 1992, Lim switched to politics. In 1995 he was re-elected and initially held the mayor's office until 1998. He was a member of the Philippine Senate from 2004 to 2007 before being re-elected Mayor of Manila in 2007. One of his first official acts in his third term (2007 to 2010) was the reopening of Avenida Rizal to traffic, which had been set up as a restricted traffic area by his predecessor.

Alfredo Lim was a member of the Liberal Party . His political motto was The Law applies to all, otherwise none at all ( German: "The law applies to all, otherwise to no one"). Following this motto, Lim announced in 2008 after his son Manuel was arrested for a drug offense that he would not lift a finger to help him.

He died of COVID-19 on August 8, 2020 at the age of 90 .
