General quality requirements for flowing waters (AGA) Decision-making aid for the water authorities in water law licensing procedures is a circular issued by the Ministry for the Environment, Spatial Planning and Agriculture of the State of North Rhine-Westphalia of May 14, 1991. It replaced the 1984 requirement for wastewater discharges into flowing waters .

The purpose of the administrative regulation is a uniform enforcement practice of the water authorities in water law licensing procedures according to the Water Management Act (WHG) in connection with the state water act . It serves to specify the general principles of water management in § 6 WHG and contains, for example, requirements for the quality of wastewater: "If a body of water has not yet achieved water quality class II and a significant improvement in water quality can be expected due to stricter requirements for wastewater discharges to make the wastewater discharges correspondingly more stringent requirements taking into account the principle of proportionality, with the aim of achieving water quality class II or approaching it as closely as possible. "
