Andrei Remowitsch Belousov ( Russian Андрей Рэмович Белоусов ; born March 17, 1959 in Moscow , Russian SFSR , Soviet Union ) is a Russian economist and politician. Since January 21, 2020 he has been the first Vice Prime Minister of the Russian government . From June 2015 to January 2020 he was the chief economic advisor to Russian President Vladimir Putin . From May 21, 2012 to June 14, 2013 he was a member of the government of the Russian Federation as “ Minister for Economic Development ” . His successor as minister was Alexei Walentinowitsch Ulyukayev .

As a consultant, he suggested in the summer of 2018 that the state siphon off the profits of Russia's metallurgical and chemical companies. A comment by the business journalist Julia Latynina made the analogy to the year 1918, when such a skimming off of farmers' surpluses was introduced, which, due to the futility of any profitability, led to a foreseeable collapse in yields. The fact that it was barely two months ago that there was talk of creating a more favorable investment climate in Russia was commented as downright absurd.
