Angela Felicity Harris, Baroness Harris of Richmond DL (born January 4, 1944 ) is a Life Peeress and Deputy Speaker in the House of Lords .

The daughter of Reverend George Hamilton Richards and Eva nee Lindley went to the Ealing Hotel and Catering College. She first worked as a stewardess and then went into local government. After moving to Richmond, North Yorkshire , she was elected to the City Council and Regional Assembly of Richmondshire , where she was council chairwoman and mayor. In 1981 she was elected to the North Yorkshire Regional Assembly.

Angela Harris was a member of North Yorkshire County Council from 1981 to 2001 and was the first woman to chair that body in 1991/92. She was also from 1994 to 2001 the chairman of the North Yorkshire Police Authority and a member of other police authorities. She was an arbitrator for 16 years, from 1982 to 1998 . From 1990 to 1997 she served on the governing body of the National Health Service . In 1994 she became Deputy Lieutenant for North Yorkshire and from 1996 she was a member of the Executive Committee of the University of York .

Angela Harris was the Liberal Democrat candidate for the 1999 European elections .

In 1999, Angela Harris was promoted to Life Peer of the Liberal Democrats as Baroness Harris of Richmond , of Richmond in the County of North Yorkshire . In the House of Lords she was Chair of the European Union Select sub-Committee F and a member of the European Union Select Committee and the Offices Committee and Refreshment Sub-Committee . She became deputy speaker in 2008. From 2000 to 2008 she was whip her party. She is also the party spokesperson for Northern Ireland and a member of the Police Affairs Committee. In 2010, Baroness Harris became Chair of the Industry and Parliament Trust .

She is particularly interested in the police force and is President of the National Association of Chaplains to the Police . She is the patron of the British branch of ASIS International , an organization of security specialists with 38,000 members worldwide, and the National Victim Support Organization and trustee of a police rehabilitation center, Flint House. She is also the patron of Lister House , the Trauma International and Hospice Homecare Support Group, and Herriot Hospice Homecare .

In 2009 Harris was named high steward at Ripon Cathedral in Ripon .

In 1976 she married John Philip Roger Harris for the second time. She has a son from her first marriage.
