The Start-up Conditions Ordinance (AnlBV) is part of German shipping law . It is issued by the Federal Ministry of Transport, Building and Urban Development and regulates conditions that seagoing vessels must comply with when calling, passing through and leaving the inner waters of the Federal Republic.

Messages and listening

Ships transporting dangerous goods in packaged form or in bulk have to register their voyage (including details on dangerous goods) with the Central Report Office of the General Average. The report is made electronically (e.g. via the ZMGS system ) and is deemed to have been fulfilled if the report has already been made to a port authority and this has forwarded the data to the central reporting office.

Ships calling at the inner German Bight have to register on VHF radio at the traffic control center "German Bight Traffic" and be ready to listen on the announced VHF channels.

Further reporting obligations exist according to the AnlBV with regard to cargo residues and ship waste as well as for port state control .

Maritime traffic safety

The skipper is obliged to take into account the traffic information and support given by a traffic control center and to comply with the traffic regulations.

Use of the "Tiefwasserweg" in the German Bight

Tankers of a certain size that transport crude oil or crude oil products in accordance with the MARPOL Convention or liquid gases must use the "German Bight Western Approach" traffic separation area in the German Bight (the so-called "Tiefwasserweg"). (This "deep water route" runs at a greater distance from the coast than the "Terschelling German Bight" traffic separation area, which is usually used by shipping.)

Further regulations of the AnlBV

  1. Ships that are tide-bound in the river areas ahead (e.g. Elbe, Weser) are considered right-of-way ships on certain routes in the German Bight .
  2. For certain ships on the routes in the inner German Bight outside the "normal" pilotage areas, there is an obligation to accept a sea pilot .
  3. In order to reduce sulfur emissions , ships must convert their fuel to low-sulfur fuel before entering the corresponding surveillance areas and provide evidence of this conversion.
