As early as 1916 he switched to competitor Peñarol . Due to the regulations in force at the time, however, he was not allowed to work for his new Uruguayan club during that year, so he went to Argentina for a short time during the "waiting period" .

Artigas was a member of the Peñarols squad in the Primera División from 1916 to 1928 . During this period, the Aurinegros were Uruguayan champions in 1918, 1921 and 1928. In addition, they won the 1924 parallel championship played by the Federación Uruguaya de Football (FUF) during the phase of the split in the organizational structure of Uruguayan football. Likewise, Peñarol won after overcoming the Uruguayan football schism, brought about by the Laudo Serrato, two years later in the Copa del Consejo provisional which counted as the unofficial championship of that year .

His club won numerous other trophies during that period. These included the triumph at Copa Competencia and the Copa Competencia Internacional in 1916. In the 3-1 victory over Nacional on April 19, 1916 during the inauguration of Las Acacias , which secured the Copa La Transatlántica , Artigas was on the grid. The Montevideans also secured the Copa Albion in 1917 and 1921, as well as the Copa de Honor and the Copa de Honor Internacional in 1918.
