The Federal Office for Armaments ( Armasuisse ) is a federal authority of the Swiss Confederation . It is the procurement organization for armaments in Switzerland and is affiliated with the Federal Department of Defense, Civil Protection and Sport DDPS and reports directly to the head of the department.

Armasuisse employs around 750 people. She is responsible for research, development, evaluation, procurement, maintenance and liquidation of material and structures of the Swiss Army . The budget in 2006 was 217 million Swiss francs. Since March 1, 2015, the authority has been led by Martin Sonderegger, Head of Armaments.

The field of activity ranges from the evaluation, procurement, maintenance and liquidation of material and systems to real estate management in the DDPS to ensuring scientific and technical services. The main customer is the army.

history

The war technology department , which was subordinate to the top of the army until the so-called Mirage affair of 1964, is considered to be the forerunner organization of Armasuisse . In the mid-1960s, it became a separate organizational unit as the Armaments Services Group (GRD), on an equal footing with (among other things) the General Staff Services group . Since that time the supreme chief of the GRD has been called the chief of armaments and has the same rank as a corps commander. From 1994 the unit was renamed Group Armament (GR). In 2001 the Federal Office for Topography was placed under the Armaments Group. In 2003, the armaments group was split up into RUAG (with all maintenance and production companies in GR) and Armasuisse (procurement and the associated technical and scientific bodies). Until the end of February 2015, Armasuisse was also a group in accordance with the VBS Organization Ordinance (OV-VBS; SR 172.214.1). With the spin-off of the Federal Office of Topography on March 1, 2015, Armasuisse became the Federal Office of Armaments , which continues to operate under the name Armasuisse .

Until mid-2008, Armasuisse was divided into six areas of competence:

  • Federal Office for Management, Telematics and Training Systems (BFTA), especially in Bern
  • Federal Office for Weapon Systems, Vehicles and Material (BWFM), especially in Bern
  • Federal Office for Topography in Wabern near Bern
  • Real estate division (responsible for 260 square kilometers of land and 26,000 properties of the DDPS), mainly in Bern

Procurement consists of the competence areas of command and reconnaissance systems , land systems , aviation systems as well as purchasing and cooperation . You are responsible for the active participation in the planning process of the client, the strategic procurement and sales management, the operational implementation of evaluation, procurement, sales and disposal as well as the support of the phases of use and support. The main partner is the defense department, represented in particular by the armed forces planning staff and the armed forces logistics base. The planning staff is responsible for armaments planning, formulates the needs of the army as the client and defines the requirements. In the procurement process, Armasuisse takes on the implementation of the requirements of the buyers from the army and administration.

Science and technology

The DDPS science and technology competence area offers its technical and scientific services in four product groups: technology services for systems used by the armed forces (e.g. tests, analyzes); Risk analyzes and security concepts; Quality management as well as technology and research management. This includes technology monitoring, the implementation of research projects and national and international networking with universities, research, industry and multilateral research and development projects. W + T has an underground firing channel that is unique in the world. Services in the fields of ballistics, explosive diagnostics, electromagnetic compatibility, electronics and optronics are also available to private clients.

Property management

Armasuisse Immobilien, the DDPS real estate center, is responsible for the management of 24,000 hectares of land and 7,000 buildings and facilities of the Federal Department of Defense, Civil Protection and Sports DDPS. This includes the implementation and planning of existing and future customer needs, the management of objects used by the military, the realization of new buildings and conversions as well as the sale and liquidation of infrastructures that are no longer required.

Armasuisse's aviation division emerged from the Armaments Services Group (GRD) Flugversuche Emmen. The Pilatus PC-6 and PC-12 bear this emblem, which shows a fictional experimental aircraft in front of the Pilatus . Armasuisse regularly conducts test flights for the Swiss Air Force . The Armasuisse test pilots are usually also professional military pilots who are usually deployed in the military like militia pilots or staff pilots in the squadrons. All Luftwaffe aircraft can be used by Armasuisse. In the case of the F / A-18, the F / A-18C with the military registration J-5001 is usually used for Armasuisse flights (e.g. certification of the new version of the AIM-9 guided missiles), but this aircraft is also used used by the other professional military pilots for normal Air Force operations. In addition, Armasuisse has three aircraft of its own, which the Air Force can access in return if required:

  • The Pilatus PC-6 T Turbo Porter, which has a slightly more modern cockpit version than the Air Force's PC-6T. This aircraft used as a liaison aircraft is civilly registered as HB-FCF.
  • The Pilatus PC-12 with the civil registration HB-FOG is used, in addition to transport and travel tasks, to calibrate the FLORAKO radar system, to calibrate the MIDS Link 16 and to carry out radio measurements .
  • The Diamond DA42 Centaur OPA with the military registration R-711 can be flown manned or as a UAV unmanned. It serves the development of procedures for the military mixed flight operation of UAV and manned military aircraft in a joint mission and the integration of unmanned aircraft into civil aviation. In addition, this aircraft can also be used for connecting and cruising flights.
