Arnold belonged to the Cistercian order and in 1246 became bishop of the Livonian diocese of Semgallia, which became part of today's Archdiocese of Kaunas . He was evidently expelled from there by the armed conflicts in his diocese and in 1247 received an official successor in Heinrich von Lützelburg , but it is not known whether he was ever in his district.

Arnold von Semgallen went to western Germany and was active as auxiliary bishop in the Rhenish dioceses of Cologne , Mainz , Trier and Liège . Between 1247 and 1261 it appears here frequently in documents, especially when giving indulgences . In 1247, in the presence of Archbishop Konrad von Hochstaden and many high church princes, he consecrated the St. Kunibert Basilica in Cologne , in the same year an altar in the Marienstatt Monastery and on September 26, 1257 the high altar of St. Lupus Church in Cologne .

In 1248 he took part in the election of the anti-king Wilhelm of Holland ; Pope Innocent IV thanked him and his confreres expressly for the trouble they had taken.

1253 Arnold was of Semgallen Mitkonsekrator the monastery church Morimond , on May 10, 1254, he dedicated the time in Mainz archbishopric located Abbey Ottersberg .

On May 14, 1261, Arnold von Semgallen, as vicar general of the chosen Liège bishop Heinrich III. von Geldern indulgences for the Carmelite monastery in Cologne . This is the last time he appears in a document and calls himself "former Bishop of Zemgale". Nothing is known about his date of death or the circumstances.
