The Development Assistance Committee or Committee for Development Aid ( DAC for short ) of the Organization for Economic Cooperation and Development (OECD) is its most important body, in which issues relating to cooperation with developing countries are dealt with. The DAC is thus one of the central forums in which the major bilateral donor countries work together to increase and coordinate the effectiveness of their joint efforts to promote sustainable development.

The following goals are at the heart of the DAC's activities:

  1. How can development cooperation help ensure the ability of developing countries to integrate into the world economy?
  2. How can international development cooperation contribute to overcoming global poverty and enabling people to fully participate in their societies?

Main tasks

  • the definition of development quality standards;
  • the conceptual coordination of the bilateral donor community: so-called DAC guidelines were adopted on important development issues such as poverty reduction, the environment and sustainable development, conflict avoidance, capacity building in the trade sector ;
  • the implementation of so-called DAC peer reviews : the members mutually review their development policy commitment and the implementation of the DAC guidelines according to standardized procedures and at intervals of approx. 4 years.

Features and special features

The DAC is one of more than two dozen specialist committees within the OECD. The DAC has the following special features:

  • the DAC meets more often than all other committees (at least 15 times a year)
  • the chairmanship of the DAC is based at the OECD headquarters in Paris (chairman since January 2013 Erik Solheim )
  • the DAC is empowered to address recommendations directly to the countries belonging to the committee on matters within its area of ​​competence;
  • the chairman issues an annual policy and performance report. This report has become a standard reference in the field of development cooperation (DC). In particular, it contains statistics and reports on development cooperation services and other financial flows to developing and transition countries, as well as related topics
  • the DAC holds annual high level meetings in which the respective development aid ministers participate. These serve to take stock of the entire development cooperation efforts in the member countries of the DAC and also to review current development policy issues

The DAC is supported in its work by the so-called "Development Co-operation Directorate" (DCD), which is also often referred to as the DAC Secretariat . The DAC also has a number of working groups, such as B. the working group for financing issues of development cooperation (WP-AG), the working group statistics (WP-STAT), the working group development cooperation evaluation (WP-EV), the working group development cooperation and environment (WP-ENV). WP stands for "Working Party".

history

The Panel was on 14 January 1960, first as Development Assistance Group (DAG of English. Development Assistance Group ), and was founded in 1961 as the Development Assistance Committee and Development Committee used (DAC) by ministerial resolution. His mandate is unlimited.

All other OECD members are entitled to participate in meetings on common areas of interest.
