Budgetary Control Committee

The Committee on Budgetary Control ( CONT ) is a committee of the European Parliament and operates as the internal control body of the European Union . As such, he points out undesirable developments within the EU institutions and other institutions and then tries to work out constructive suggestions for improvement. The committee chairman has been Monika Hohlmeier ( CSU / EPP ) since July 2019 . The committee has a total of 30 permanent members

Areas of responsibility

The committee monitors the implementation of the budget of the European Union , i.e. examines the extent to which taxpayers' money has been used economically, appropriately, effectively and in accordance with the law. In close cooperation with the European Court of Auditors, the committee reviews the accounts of the EU institutions and recommends improvements to ensure sound financial management. Particular attention is paid to the fight against fraud and the detection of irregularities. Together with OLAF, the committee tries to publicly debate these cases and to propose solutions to prevent similar incidents in the future.

The annual discharge procedure is the main instrument used by members of the committee to fulfill their control function. As part of this activity, the committee examines the implementation of the EU budget by all institutions involved (including the Commission, Parliament, Council, agencies) on the basis of the annual report of the European Court of Auditors . For this purpose, the responsible managers of the respective institution (e.g. EU commissioners) are invited to hearings in the committee. The MPs then submit detailed questionnaires regarding the activities and general performance of the previous working year (x, e.g. 2011). This procedure usually starts in October of the following year (x + 1, e.g. 2012). Finally, the discharge will be voted on in the next following year (x + 2, e.g. 2013), namely in March in committee and in April in plenary.
