The Association for Advice, Mobility and Competence Center (= BMKz) aims to represent and advise people with disabilities in Carinthia .

Background to founding the association

For several years now, people with disabilities have been making massive public appearances and expressly drawing attention to their individual needs and fundamental rights . Unequal treatment is no longer accepted and rights of self-determination and equality in all areas of life are demanded. A paradigm shift in disability policy away from deficit orientation towards a social understanding of disability that understands disability as a problem produced by the environment and society has begun. This social model understands disability as the result of the interaction between the individual with functional impairment and the environment or society.

The representation of and advice for people with disabilities in Carinthia is almost always determined by third parties. Apart from self-help groups , which offer help and advice specifically for the members they represent, there are hardly any contact points for people with disabilities seeking advice. A self-determined life initiative did not exist in Carinthia until the establishment of the BMKz in April 2002 .

In recent years it has been shown that many people with and without disabilities seeking advice have contacted the disability officer at the University of Klagenfurt and the department for integration education and social environment. Through existing good contacts to various organizations for the disabled, other university institutions as well as to people with disabilities or people familiar with the topic, we were able to help in many cases. It was not least these experiences of recent years that led to the establishment of the BMKz.

The goals of the association

Like already existing self-determined life initiatives, the association works to improve the living situation of the disabled and against discrimination and has set itself the following goals:

  • Initiation and implementation of various projects and events
  • Advice from / for disabled people based on the principle of peer counseling
  • Information and advice on structural issues
  • Public relations work for the disabled
  • Advice to companies, organizations and institutions regarding workplaces for MmB

Projects

  • Action Stumbling Blocks on the Path to Equal Opportunities in 2004 was intended to draw attention to the Equal Opportunities Act planned by the Austrian Federal Government , because it did not provide any real means of enforcing their civil rights for disabled people
  • BASIS - office for assistance
Since 2004 it has been possible for disabled people in Carinthia to claim personal assistance at work (PAA) and since 2007 it has also been possible to use personal assistance (PA) outside of work.
  • PLABLAKLA - Platform for the barrier-free state capital of Klagenfurt on the occasion of the signing of the Barcelona Declaration (for the European conference The City and the Disabled in Barcelona) by the political representatives of Klagenfurt in 1995.
