The Federal Personnel Representation Act is the legal basis for the formation and activities of staff councils as well as youth and trainee representatives in the federal public service .

Together with the associated election regulations , it determines when and where staff councils are to be elected .

There are separate staff representation laws for the state and local administrations .

The federal government plans to amend the Federal Personnel Representation Act. To this end, it presented a first draft law in July 2020.

In the GDR , the law on the analogous application of the Federal Personnel Representation Act (BPersVG) - Personnel Representation Act - of the German Democratic Republic of July 22, 1990, was applicable in the accession area until May 31, 1993 , according to the Unification Treaty .
