Ingeborg Franke

Ingeborg Franke (born May 21, 1935 in Engelsdorf as Ingeborg Fischer ) is a German lawyer and former Vice President of the Federal Administrative Court .

Life

Franke was born as the daughter of journalist Klaus Fischer and his wife Elsa, née Gentzsch, in Engelsdorf near Leipzig . She grew up in Berlin, where she attended elementary school from 1941 to 1947 and then attended the Lichterfeld secondary school for girls until she graduated from high school in 1955 . She then studied law at the Free University of Berlin . She passed her state exams in 1959 and 1963.

After completing her legal training, she embarked on a career as a judge , which she began in 1964 at the Berlin Regional Court . However, she aspired to work in the administrative judiciary from the start. A year later she did her doctorate under Ernst Heinitz on "Conflict Commissions and Education" as a doctor of rights. In 1966 she was assigned to the Federal Administrative Court as a research assistant . In 1967 she was appointed administrative judge in Berlin and in 1970 senior administrative judge.

She was elected judge at the Federal Administrative Court in 1975. Here she was initially a member of the 6th Revision Senate , which deals with public service law. Later she sat at the same time in the 2nd Audit Senate, which was also responsible for service law . From 1979 she was only its member. From the SPD was Franke, which is itself independent, shortlisted for the judgeship by Hans-Justus Rinck the Federal Constitutional Court considered that had to be filled 1986th Ultimately, however, the Social Democrats decided in favor of Karin Graßhof . In September 1990 Franke was made chair of the 5th revision senate responsible for social welfare law . In May 1993 she returned to the 2nd Revision Senate to take over the chairmanship. On October 1, 1993, she also succeeded Otto Schlichter as Vice President . She held this office until she retired on May 30, 2000. On this occasion she was awarded the Great Cross of Merit.

Franke was a non-employed assessor in the federal service court for years. From 1992 to 1998 she worked on the Independent Commission for Legal and Administrative Simplification of the Federal Government . After taking over the chairmanship of the 5th Audit Senate, she was appointed to the main committee of the German Association for Public and Private Welfare , of which she was a member until 1995. Since July 2009 she has been co-editor of the “General Commentary on Public Service Law ” founded by Walther Fürst .

She is married and has three children.
