Otto Schlichter

Otto Schlichter (born July 14, 1930 in Münster ; † March 19, 2011 ) was a German lawyer, legal scholar and judge at the German Federal Administrative Court . From 1990 to 1993 he was Vice President of the Federal Administrative Court.

Life

Otto Schlichter studied at the universities of Tübingen , Munich and Münster . He received his doctorate in 1957 in Münster and began his judicial career in 1958. After serving as a judge at the district court of Münster , Administrative Court , Administrative Court of Oldenburg and Lüneburg Higher Administrative Court had been active, Schlichter was 1973 Judge at the Federal Administrative Court. There he belonged to the 4th revision senate, which is responsible for building and specialist planning law. In 1977 he received the license to teach at the Technical University of Berlin for planning, building and environmental protection law and became honorary professor at the University of Göttingen . In 1986 he became chairman of the 4th revision senate and, on September 1, 1990, vice-president of the court. At the end of September 1993 he retired after he had previously been awarded the Great Cross of Merit of the Federal Republic of Germany .

Scientific work

Schlichter was the founder and co-editor of the magazine for German and international building law , founded in 1978, and co-editor of the Berlin Commentary on the Building Code and commented on the Federal Building Act and the Urban Development Act . He was appointed to scientific advisory boards of the Federal Ministry for Regional Planning, Building and Urban Development and for Food, Agriculture and Forests . In 1994 he became chairman of the “Independent Expert Commission for the Simplification and Acceleration of Planning and Approval Procedures ”, which was called by the Federal Government and was also named after him “Arbitration Commission ”.

Honors

He was the holder of the Great Cross of Merit of the Federal Republic of Germany. In 1995, Jörg Berkemann published the commemorative publication “Planning and planning control: developments in building and specialist planning law” in his honor .
