Barnsley is a metropolitan borough in metropolitan county South Yorkshire in England . The administrative seat is the city of the same name Barnsley . The borough also includes the towns of Darton , Hoyland , Penistone , Royston and Wombwell .

The reorganization of the borders and the competencies of the local authorities resulted in the formation of the Metropolitan Borough in 1974. The county borough of Barnsley, the urban districts of Cudworth, Darfield, Darton, Dearne, Dodworth, Hoyland Nether, Penistone, Royston, Wombwell and Worsborough, the rural district of Penistone and parts of the rural districts of Hemsworth and Wortley were merged. These local authorities were previously part of the West Riding of Yorkshire county .

In 1986 Barnsley became a de facto unitary authority when the central government dissolved the superordinate administration of South Yorkshire. Barnsley remained part of South Yorkshire for ceremonial purposes , as well as for individual higher-level functions such as police , fire services and public transport.
