Bashkia

Bashkia ( Albanian definite, indefinite: Bashki ) refers to a municipality in Albania .

The legal basis is Article 108 of the Albanian Constitution . Bashki are self-sufficient in local administration, unless responsibility has been transferred to other authorities by law. Each Bashkia has a city ​​council and mayor elected by the people .

Since 2015 there are 61 parishes in Albania, all of which are referred to as bashkia . In official English texts, the term municipality is mostly used.

Before that, there were 65 urban-type parishes (bashkie) and 308 rural-type parishes ( komuna ) . The bashkia was thus together with the komuna , the rural-type municipality, the third and lowest administrative unit after Qark and district . According to the law, a bashkia was an “administrative unit and the community of residents in an urban area and, in special cases, in a rural area”.

The municipalities are mostly still divided into smaller administrative units ( Njësia administrative ), which usually correspond to the earlier smaller municipalities. Tirana is divided into eleven districts, which are called njësi bashkiake or mini-bashki .
