Komuna

Komuna is the Albanian-speaking name for municipalities in North Macedonia and Kosovo, as well as in Albania in the past .

Kosovo

In Kosovo, the komuna (definite form singular; indefinite form singular: komunë ; definite form plural: komunat ; indefinite form plural komuna ) is the only administrative unit.

North Macedonia

In North Macedonia, Komuna is the Albanian name for the Opština , which is the only administrative unit in the country.

Albania

In Albania, Komuna referred to a rural-type municipality. Together with the Bashkia , the urban-type municipality, it was the third and lowest administrative unit after Qark and District . According to the law, a Komuna was an “administrative unit and the community of residents in a rural area and, in special cases, in an urban area”.

In 2015 the number of municipalities in Albania was reduced to 61. Since then there has only been Bashkie , but no Komuna any more. Before that there were 308 communes in Albania .

The legal basis is Article 108 of the Albanian Constitution . Municipalities are self-sufficient in local administration, provided that responsibility has not been transferred to other authorities by law. Each Komuna had a municipal council elected by the population and a chairman who was equal to the mayor .
