The Berlin Athletics Association (BLV) is one of the 20 regional associations in the German Athletics Association (DLV) and is responsible for the state of Berlin. It has 71 associations with 9,944 members (as of 2013).

Development and history

An attempt to put the Allgemeine Deutsche Sport Bund (ADSB), founded in 1894, on a broader basis failed because the eleven football clubs represented were not interested. On August 1, 1897, the ADSB made a new attempt and found support above all from the athletic clubs. On January 29, 1898, even before the FSVO was founded in Berlin, the German Sports Authority for Athletics (today: German Athletics Association) was founded. The Berlin clubs only found each other later, although there was athletics in Berlin much earlier. Georg Demmler chaired the meeting.

On November 15, 1904, the Berlin Athletics Association (BLV) was founded in the Jost restaurant at Gitschiner Strasse 122 at Halleschen Tor. Before that it was the Association of Berlin Athletics Clubs (VBAV). Another renaming to the Association of Brandenburg Athletic Clubs was made in the mid-twenties. Otto Gronert from SC Komet was initially elected chairman on the day it was founded. Paul Martin from Charlottenburger SC in 1902, today's SCC Berlin, became second chairman. The then board also included Curt Frank (SC Marcomannia Berlin / 1st secretary), C. Adam (SC des Westens / 2nd secretary) and Ernst Baage (SC Komet / cashier). The first VBAV Association Day took place two months after it was founded. Here Carl Diem was elected chairman, who held the office until 1920. Initially, the FSVO had a total of 44 associations with 10,118 members, as the association only covered the relatively small West Berlin territory.

After the collapse in 1945, clubs were initially banned until March 1946 and the sport was under local supervision by the district authorities. Municipal sports groups were formed from former club groups and a division of sections was initiated for all of Berlin. The main sports department in Mauerstrasse was in charge of the tour. Only in 1949 were clubs officially approved in West Berlin.

In 2014 the Berlin Athletics Association (BLV) celebrates its 100th anniversary.

Association day

Members of the FSVO Presidium and nominated delegates from the associations form the highest body of the association - the association day. The task of the Association Day consists, among other things, of electing the Presidium, the Legal Committee and the Auditor. Furthermore, it is about the confirmation of the youth welfare officer and the amount of the association fee. The budget is submitted for approval, there are resolutions on applications (including applications to amend the statutes) and it is decided which membership applications are accepted by associations. The exclusion of associations is also discussed.

Working groups

A meeting of the club's youth leaders takes place before the association day. Here the members of the Youth WG and the youth warden are elected for a period of three years. All matters relating to youth and school sports are handled by the Youth Group. Each club receives one vote for every 100 youth members, but at least one vote. It is mandatory that members of the Youth Working Group belong to an association that operates a youth department. The Youth WG is quorate as soon as five members attend the election.

Another body to be elected is the judges. In addition, the referee association, which consists of the registered referees of the individual clubs, comes together for a meeting. The election takes place by a simple majority of votes, takes place before the association day and is also quorate when five members are present.

Legal Committee

Association jurisdiction is exercised by the Legal Committee in accordance with the provisions of the legal and procedural rules of the German Athletics Association. A legal officer and six assessors form the legal committee. The six assessors must also belong to six different associations. Independently and not bound by any instructions, the Legal Committee can issue various regulatory measures. These consist of warnings, conditions, fines and temporary or permanent competition bans. Furthermore, the Legal Committee can revoke the exercise of office and impose bans on clubs or athletics associations for competition operations.

This mainly consists of two areas, on the one hand talent scouting / promotion of young talent and on the other hand top athletics among adults. In the area of ​​talent scouting and the promotion of young talent, the association's central inspection measures take place in which all schools and pupils can participate, even if they do not yet belong to an association.

Talent scouting

Particularly successful clubs in young athletics are named talent centers every two years. The regional concept of competitive sport is responsible for the appointment in conjunction with the youth group and the youth warden. The talent centers offer permanent inspection work and special support training. The bases are located in the Rudolf-Harbig-Halle and in the Sportforum Hohenschönhausen . The talent centers are characterized by close cooperation with the sports schools and a high standard of training, as is their full participation in the association's competition system. SV Preußen Berlin, SC Tegeler Forst, SSC Berlin, Hellersdorfer AC Berlin and Köpenicker SC are the current talent centers (as of 2012/13). The Poelchau Oberschule and the Berlin-Hohenschönhausen School and Competitive Sports Center (recognized elite schools of sport) offer particularly talented athletes the opportunity to pursue a "dual career". Admission to a sports school requires a sports recommendation from the FSVO as an essential prerequisite, which can only be carried out in the evaluation of the respective school inspections.

Popular sports and teaching

Popular sport is aimed at all athletes for whom the idea of ​​competition only plays a subordinate role. Former competitive athletes as well as new discoverers of athletics who are interested in popular, leisure and recreational sports can be found here. The FSVO offers various running meetings and sports festivals for this purpose. There are more and more fans of popular sport, especially among seniors.

In order to secure and guarantee a high quality in technical and social competence in the association, various courses are offered. Furthermore, it is about securing a rising level of performance in the Olympic sport of athletics.

successes

A total of 13 international matches and 83 German championships have taken place in Berlin so far. Between 1905 and 2003, the Berlin athletes fought a total of 1,803 German championships, 1,163 of which were German championships (West) and 640 championships (GDR). At the Olympic Games, World Championships and European Championships (including juniors, U 23 and U 18), Berlin athletes won a total of 346 gold, silver and bronze medals (including 50 medals at the Olympic Games).
