An operating manual (BHB) describes measures that are necessary for the operation of a facility (e.g. traffic facility, power plant, indoor or outdoor swimming pool), an IT system in the sense of an application , an aeronautical operation or the like. The operating plan for such a system can also be documented and laid down in the BHB .

Depending on the different areas of application, there are different definitions and obligations for an BHB. It differs in how detailed it is or how far it is regulated what content it must or can have.

In contrast to the instructions for use , which are created for products used by consumers , the term operating manual is mainly used for larger systems and systems in commercial use.

Industry definitions

The operating manuals are designated more specifically in the different industries and use cases. Examples:

  • "IT operating manual" in IT . There was a definition for this in the V-Model : BetrHb. This is no longer included in the current version, so there is no binding definition.

Commitment

In legally regulated cases, the content is precisely specified. You will be authorized in an approval process ; for example from a licensing authority such as the Federal Aviation Office for Safety in Flight Operations. Approval by a testing authority makes sense even without legal regulations. This in particular for the regulation of measures that are associated with liability. The stipulations made in an BHB do not represent a “recommended guideline” from which one may deviate more or less, but are binding instructions.

Audit

The existence of an operating manual and the lists with the confirmed implementation of the necessary maintenance work are checked by supervisory authorities or internal and external auditors, depending on the system. (Example: Daily cleaning of machines that handle or process food.)

Content

An BHB always includes activities or measures, ie the "what" and "how" in the sense of the actual operation. It is typically assumed that all direct and preventive activities are described. This can be supplemented by:

The implementation of the prescribed maintenance work is usually documented by the employees of the company or by the company commissioned with the maintenance on form-like additional sheets or in an operating diary. Special occurrences, replacement or repair of parts and the like are also recorded. The BHB regulates how these records are to be handled.
