District security service Hamburg

The District Security Service (BOD) was set up in March 2006 at the district level of the Free and Hanseatic City of Hamburg and had the task of ensuring more cleanliness, security and order in public spaces. It was dissolved with effect from December 31, 2014.

history

The forerunner was the "Städtische Ordnungsdienst" (SOD) established in 2003, which was located centrally at the state level. In March 2006, the municipal security service (SOD) was decentralized and re-established as the district security service for the seven Hamburg districts . " The BOD works in a time frame from 7:00 a.m. to 11:00 p.m. in two shifts (in Mitte and Altona) the other districts work in a shift system .... Regardless of this regulation, the BOD is available at any time as required ( on a voluntary basis by the employees and provided the staff council has agreed), in order to be able to respond quickly and effectively to specific information from the population ". The district security services were dissolved with effect from December 31, 2013. Only the dog control service has been responsible for the tasks as an independent unit since January 1, 2014.

tasks

The task of the district security service (BOD) was to ensure more cleanliness, security and order in public spaces. For this, the employees of the district security service (BOD) were appointed as enforcement officers of the respective district according to Section 6 (1) of the Administrative Enforcement Act (VwVG) . In this capacity, the employees of the district security service prosecuted administrative offenses in public spaces. They were to check their identities, search and detention names of persons and to ensure objects and uttering dismissals justified. The legal basis for this was the Hamburg Law for the Protection of Public Safety and Order (SOG), the Administrative Enforcement Act (VwVG) and the law on administrative offenses in connection with the Code of Criminal Procedure . The tasks of the BOD were in detail the determination of violations of:

  • the dike protection ordinance
  • the law for the maintenance of public safety and order at markets and public festivals
  • the Law on Green and Recreational Facilities
  • the Water Protection Act
  • the Hamburg wastewater law
  • the Hamburg Road Act
  • the dog law
  • the circular economic waste law (garbage, pollution, environmental damage)
  • the state forest law
  • the Landscape Protection Act
  • the Nature Conservation Act
  • the law on administrative offenses
  • the traffic order (control of stationary traffic)
  • the pigeon feeding regulation
  • the Animal Disease Act
  • the funeral ordinance (administrative assistance for cemetery administration)

uniform

The employees of the BOD could be recognized by their uniform uniform, which largely corresponded to the current Hamburg police uniform. There were only deviations in headgear (white round peaked cap instead of dark blue octagonal peaked cap or baseball cap) and trousers (central district: black leather trousers - remaining districts: dark blue cargo trousers, which, unlike the police, had no white stripes). A different winter parka was also available to employees. The service shirts, blouses and jackets were clearly marked with the words "BOD" or "Bezirklicher Ordnungsdienst" as well as the Hamburg city arms.
