It's autumn: the author Soso has written a story with the title Blue Mountains or Tian Shan and is bringing the manuscript to the literature authority in various copies. He is greeted with joy and everyone is amazed that he has completed his work so quickly. So distributes the manuscripts to different people, such as the editor Wasso, the director of the authority Wascha and the berry picker Otar. He asks everyone to read the manuscript as soon as possible and everyone promises him a quick review of the manuscript.

Time goes by and winter comes. Soso visits the office regularly, but nobody has looked at his manuscript. The processes are tough, everyone promises to read the manuscript next , has just hidden it or allegedly already half read it without being able to make any statements about the content. So it is becoming more and more discouraged, especially since the authority itself is in the process of decay: for some time now the floor seems to be shaking regularly and cracks are forming in the walls. At first, everyone believed that the youngsters playing motorball in front of the authorities would cause the house to shake and thus cause the cracks, but extensive tests show that there must be another cause. Wasso in particular is outraged by the situation, as a massive painting of Greenland hanging above his desk threatens to fall on his desk at any time. However, he is not allowed to have the picture removed because he needs a relocation permit, which in turn requires the signature of numerous superiors.

Spring is passing and summer is coming. While waiting for his story to be discussed, Soso found out that a tunnel was being drilled under the authorities that would lead to the cracks in the house. At some point, the picture is laboriously removed and instead hung in the authority's consultation room. This is where Soso's work is discussed, although no one has actually read it. In addition, none of the numerous manuscripts can be found. Nevertheless, the work is attested to be as good as accepted. At a subsequent celebration, the picture of Greenland falls from the wall and buries Wasso under itself. He is injured and driven to a hospital and the authorities building finally collapses. A little later the authorities moved into a new office building and the dispute over the place of the Greenland image, which could be saved from the old building, begins again.

The film is based on the story Golubyje gory by Reso Cheishvili , who also wrote the screenplay for the film. The film was first shown in Moscow on December 3, 1984. It was shown in GDR cinemas on June 20, 1986, and was also shown in German cinemas from April 2, 1987. On June 14, 2007 it was released on DVD by Icestorm under the GDR distribution title Das Blaue vom Himmel .
